PURPOSE FOR RFQ 1. Through this RFQ, notice is hereby given that the City of Durham, North Carolina, General Services Department in partnership with the City of Durham Fire Department, and Durham County EMS, is seeking a team to provide Construction Manager at Risk (CMAR) services for the new Durham Fire and EMS Station 19. Anticipated CMAR services to construct a new fire station will include: Preconstruction/constructability reviews, value analysis/cost analysis, cost control, quality assurance/quality control, scheduling, logistics/phasing and construction phase services. Prior experience with public protection facilities is desired. 2. This RFQ provides complete information on the services being sought, the submittal requirements, and timeline. Firms who are registered as interested firms will receive the addendum via email. BACKGROUND AND SCOPE Background: 1. The City of Durham Fire Department, in conjunction with Durham County, is constructing a NEW Fire and EMS Station on Davis Drive near the south-east corner of the intersection of Davis Drive and HWY 54 in Durham, NC. 2. The City has acquired 3.8 acres of property for this Project. A Phase I Environmental Site Assessment has been completed and the property has been re-zoned. 3. This New Station will replace an older, inadequate facility at 4716 Old Page Road with a new modern Station to meet the current and future needs of the City Fire and County EMS as they work to serve commercial and residential growth in and around Research Triangle Park. Scope: Fire and EMS Station 19 will be designed to be carbon neutral and provide strategic Fire and EMS response times in support of the Research Triangle Park area. This new facility will reset and improve upon a base program comprised of an approximately 15,000+/- square foot, 10-12 bay building (5-6 double bays) with separate sleeping accommodations, offices, toilet/shower rooms, dining/living area and kitchen, exterior living space and other support facilities and a joint physical training room and decontamination facility. CMAR SERVICES The CMAR contract will be performed in two phases which are as follows: Phase 1 will include the pre-construction phase services up to and including the negotiation of the preliminary guaranteed maximum price (pGMP). As a part of pre-construction services, the construction manager (CM) will develop a Master Project Implementation Plan that will identify schedule, phasing and logistics of completing scope of work. The City of Durham requires that the pGMP be submitted prior to bid opening(s) for the project. A final GMP will be submitted after completion of 65% to 95% complete construction documents, or upon award of bids and serve as an attachment for execution of the construction contract. This contracting arrangement is preliminary and a sequentially phased project may be developed, depending upon the ability of the CM to forecast and deliver earlier delivery and cost efficiency in sequential phases within the approved final project construction budget. Phase 2 (or additional sub-phases) will (or may) include the Guaranteed Maximum Price (GMP) proposal and construction management of the project from bid to close-out. Procurement of the CM services will be made in accordance with the provisions of G.S. 143-64.31 which requires that CM firms be selected on the basis of demonstrated competence and qualification for the type of professional services required without regard to fee. After selection of a qualified CM, the City and the selected firm will negotiate a contract for those services at a fair and reasonable fee with the best qualified firm. The CM will be an integral member of the integrated project team, which consists of representatives from the City, the County, the project Architect/Engineer (Project Design Team), and other consultants, as determined by the City. Generally, it will be the responsibility of the construction manager to work to integrate the design and construction phases, utilizing the firm's skills and knowledge of general contracting to contribute to the development of the project during the pre-construction phase. During the construction phase, the CM will be responsible for affecting construction of the project within the GMP and providing all necessary construction services through trade contractors selected as provided by the NC General Statutes. Interested firms are encouraged to visit 31 Davis Drive (southeast corner of Davis Drive and Hwy 54 in the RTP) 2. There will be a pre-submittal meeting for interested firms on Wednesday August 16, 2023, at 2:00 pm conducted virtually on the Microsoft Teams platform. Firms interested in participating MUST contact the project manager, Chris Hildreth, by email at chris.hildreth@durhamnc.govby 4 pm, Wednesday August 9, 2023 to access to the meeting. The General Services Department staff will present details about the project and submittal requirements and be available to answer questions. It is the policy of the City to provide equal opportunities for City contracting for small firms owned by socially and economically disadvantaged persons doing business in the City's Contracting Marketplace. It is further the policy of the City to prohibit discrimination against any firm in pursuit of these opportunities, to conduct its contracting activities so as to prevent such discrimination, to correct present effects of past discrimination and to resolve complaints of discrimination. This policy applies to all professional services categories. While there are no Underutilized Business Enterprise (UBE) participation goals for this project, in accordance with the Ordinance, all contractors are required to provide information requested in the "EBOP Professional Services Forms" package (see Appendix B). Proposals that do not contain the appropriate forms will be deemed non-responsive and ineligible for consideration. The "Declaration of Performance," "Participation Documentation," "Managerial Profile," and the "Equal Employment Opportunity Statement" documents are required of all contractors. Other forms in the package should be used as needed. Finance Department-Underutilized Business Compliance Division is responsible for the Equal Business Opportunity Program. Firms must submit an Equal Business Opportunity Plan along with their proposal. The plan requirements are outlined below: EBOP PLAN REQUIREMENTS The EBOP Plan is a narrative document that shall address the following issues: Use of the City of Durham UBE database. Provision of written notice to all UBEs listed in the City of Durham database that might perform the work to be subcontracted. Selection of feasible portions of work to be performed by UBEs. Consideration of all proposals received from UBEs. Provision of assistance in reviewing applicable plans, specifications and descriptions of items in a proposed project. Advertisement in general circulation, trade association and minority/women focus media in concerning subcontracting opportunities. Timeliness of advertisements to permit sufficient time for response by UBEs. Provision of written notice to a reasonable number of specific UBEs that their interest is being solicited in sufficient time for effective participation. Follow-up to determine with certainty UBE interest in participation in project. Use of available minority/women small disadvantaged business community organizations, contractor groups; local, state and federal business assistance offices; and other organizations that provide assistance in recruitment and placement of UBEs. Voluntary efforts by your firm to increase the number of minorities and women at the higher skill responsibility levels within the firm.
