Plans may result in the expansion of the existing Shelburne Regional Materials Recovery Facility (RMRF) or construction of a new facility. TIMELINE: A Request For Proposals has been issued by the Municipality of the District of Shelburne is seeking to establish a contract for a review of its Regional Materials Recovery Facility (RMRF) site design. This review will include recommendations for necessary upgrades to meet new regulations and permitting requirements. These recommendations should allow for increased capacity of the waste transfer station to meet our growing population and expansion requirements. The Consultant will provide the following. Make recommendations to Council outlining the feasibility and best use of the RMRF site including at least these three scenarios. Keep the existing site and upgrade to meet new regulations. Close the existing site. Include estimates for reclamation. Open a new site at a new location under new Solid Waste Management Facility Guidelines. Each of these scenarios will require cost estimates, hazard assessment and timeline. A phased approach allowing for changes to be implemented over time is preferred. Have a full understanding of the requirements of the Municipality RMRF, guidelines, and legislation. In Consultation with NSCEE confirm that any plan meets permit obligations and potential regulatory requirements. The consultant must identify potential sources of funding for the project.
