SCOPE OF WORK The Street Maintenance Division requires assistance with snow removal operations. This service is for hauling snow from the downtown area and other areas as directed. Tandem axle dump trucks are required to be used for this service. WORKING DAYS Work under this contract may be required at any time: on regular working days (Monday through Friday, 8:00 a.m. to 5:00 p.m.), Monday through Friday after regular hours, on weekends or holidays. Once commenced, work shall continue until notified to cease by the Public Works Operations Manager or his designee, with no stoppage of work except for mechanical breakdowns. The Contractor shall notify City staff immediately if a breakdown occurs. NOTIFICATION Contractors will be notified by telephone by the Public Works Operations staff when service is required. Contractors shall provide a contact person's name and phone number who may be contacted at any time (24 hours/day; 7 days/week) when service is required. Contractors must respond via phone within 30 minutes of the initial call. ELIGIBILITY FOR AWARD Contractors must have direct control and ownership of the equipment intended to be used for the specified work at the time the bid is submitted. Subleasing of the equipment will not be permitted. Equipment to be used for hauling services is limited to tandem axle dump trucks. INSURANCE, WAIVER and HOLD HARMLESS A valid Insurance Certificate must be submitted with the bid for: General Liability, Vehicle Liability, and Workers Compensation coverages. Proof of insurance certificates must be provided with the bid for all vehicles that will be used to provide the services under this contract. A waiver and hold harmless document must also be completed by each individual or business entity submitting a bid. Failure to submit the required insurance documents and waiver with the bid shall cause the bidder to be considered non-responsive and the affected bid will be disqualified from further consideration. BONDING REQUIREMENTS There are no bond requirements for snow hauling. BASIS OF AWARD Award of the hauling shall be to most, if not all, responsive and responsible bidders. The actual notification of the contractors for hauling services shall be made by calling, in order, from the lowest to the highest bidders until approximately 10-20 trucks are confirmed; the actual number of trucks needed will depend on the magnitude of the planned clean-up event. BASIS OF PAYMENT Pricing submitted in bids shall be an hourly rate based on a single combined rate that includes the equipment/fuel and operator/labor to provide the service. Payment for this service shall be on an hourly basis to the nearest quarter hour. Overtime and other exceptions to the normal rate are not allowed and will not be paid. SNOW HAULING SERVICE When notified that service is required, Hauling Contractors shall place machinery in operation from approximately 9:00 p.m. until 8:00 a.m. There may be instances where trucks are asked to work later than 8:00 a.m. Loading of the trucks shall be performed by City forces utilizing a snow loader, snow blower, or end loader. Contractors shall deposit the snow on the public works site south of River Drive in the area south of the railroad tracks, west of Marquette Street, or as otherwise directed by Street Maintenance Division staff. INVOICING Each contractor must submit one invoice per clean-up event; this invoice must include a line item with the truck number/name, driver's name, and total hours worked for each of the trucks provided for that event. These are minimum specifications. The City of Davenport reserves the right to reject any or all bids and to waive minor irregularities and to accept the bid that best suits the needs of the City and the public. The City reserves the right to award to a single or to multiple vendors if deemed to be in its best interest.
