As of May 6, 2024, a design team has been identified. The scope of services to be provided by the engineering consultants will prepare complete preliminary and final construction documents that will includes construction plans, specifications, estimates, and bid schedules for each of the paving packages. The successful proposer will be required to prepare a detailed schedule of all the tasks and design elements listed in the RFP. Throughout the duration of the professional services contract, the consultant will be required to update the schedule using Microsoft Project. This scope of services does not include construction engineering or construction support but may be added at the discretion of the County towards the end of the design phase through a contract amendment. If the County determines the deliverables are not acceptable and that any deficiencies are the responsibility of the Consultant, the County will provide written notice describing the deficiencies and associated time frame to make corrections. The Consultant will correct deficiencies at no cost to the County. If any corrective work causes any project delays, the Consultant will submit a plan for regaining the project schedule for remaining work under the contract, unless otherwise allowed by the County. If the contractor determines the contract schedule must be modified, a contract amendment will be initiated. The resulting contract from this RFP requires the consultant to begin work as soon as the contract is awarded with construction set to commence in to start in the early fall of 2023. The County desires the design and the bid documents for three of the four paving packages to be completed by February 28, 2024. The design and the bid documents for the fourth paving package is to be completed by November 2024. The Board of County Commissioners reserves the right to reject any and all Proposals not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any and all Proposals upon the finding that it is in the public interest to do so and to waive any and all informalities in the public interest. In the award of the contract, the Board of County Commissioners will consider the element of time, will accept the Proposal or Proposals which in their estimation will best serve the interests of Clackamas County and will reserve the right to award the contract to the contractor whoseProposal shall be best for the public good.
