The City of Bend (City) is soliciting Request for Proposals (RFP) from highly qualified specialized Air Traffic Control Tower (ATCT/Project) design firms (Consultants/Firms) for engineering and architectural services for the design (schematic & development), permitting and construction document services (Phase 2) for the Bend Municipal Airport Air Traffic Control Tower. Supplemental services will include construction administration, material testing, commissioning, and post construction inspections services. The total cost of construction is estimated at $10,800,000 to $13,500,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Proposals may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to Proposal due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Proposer has made arrangements ahead of time. If a hard copy of the Proposal is submitted without prior coordination with the Issuing Officer, the Proposal will be returned (unopened) to the Proposer without consideration. No faxed or emailed submissions will be accepted. Proposers are responsible for checking the Portal for the issuance of any addenda prior to submitting a proposal. Proposal results are available via the Bonfire Portal. The City of Bend reserves the right to: 1) modify, revise or withdraw this Request for Proposal, 2) reject any or all proposal not in compliance with public solicitation procedures and requirements, 3) select consultant on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City. The method of Contractor Selection has not been Determined at this time. Work on the Project is to be completed, operational and must be accepted into the FAA Contract Tower Program by October 14, 2025.
