Questions concerning this Request for Proposals (RFP) should be submitted via email to stormwater@cityofmobile.org including a return email address. Copies of questions and answers will be shared as an Addendum on the City website and with all Respondents who request to be copied and provide a return email address to the Assistant City Engineer. Questions will be received until 5pm CST on August 25, 2023. SCOPE OF WORK A. Contractor shall design and install the following litter collection devices: a. Eight (8) litter booms i. Litter booms to be installed within the following areas: 1. Montlimar Creek 2. Eslava Creek 3. Three Mile Creek 4. Rabby Creek 5. Perch Creek 6. Moore Creek 7. One Mile Creek 8. Langan Lake b. Twenty (20) Litter Interceptors 1.Litter Interceptors to be installed within inlets/catch basins in the City Right of Way. 2. Locations to be determined upon evaluation and field review of historic litter collection data once Contractor is selected. B. City to approve design of litter collection devices prior to fabrication and installation of devices. C. Contractor to provide litter collection maintenance for a period of 12-months from the date of installation. D. Contractor to perform EPA's ETAP (Escaped Trash Assessment Protocol) on 10% of collected materials. E. Recyclable materials that are collected during the maintenance period shall be recycled. Other materials shall be legally disposed of by Contractor. F. Contractor to provide quarterly progress updates. Progress reports should include installation, operation, and maintenance of litter capture devices; estimates of the amount of litter removed; categorized types of litter; positive impacts observed downstream and any other outcome/result. G. It is possible that the selected Contractor may be called upon to provide Additional Services outside the Scope of Work. The services would be requested in writing by the City and hourly rates and an estimate of hours to complete the task(s) would be requested from the selected Contractor.
