Menelaus Drive is a proposed roadway construction project in Chatham County, Georgia. Work includes construction of a new two-lane rural section roadway with rural shoulders. The proposed roadway is approximately 1,850 feet long. Stormwater design includes using roadside drainage and ditches, as well as out falling to previously constructed retainage ponds. The crossings and drainage design fall in line with the overall drainage master plan for the site. Work for the project also includes approximately 1,950 LF of 16-inch diameter water main, 100 LF of 8-inch diameter water main, 100 LF of 4-inch diameter water lateral, 920 LF of 12-inch diameter gravity sewer, 870 LF of 8-inch diameter gravity sewer, and 40 LF of 6-inch sewer lateral to be installed within the proposed 100 feet Right-of-Way of the proposed Menelaus Drive. The utility improvements are planned to tie into existing utilities in the project vicinity. Cut-off for Bidder questions is 5:00 PM, Monday, August 28, 2023. The Contractor, or any subcontractor, submitting a bid for utility contracting, as defined in O.C.G.A. Section 43-14-2 to a utility system as defined in said section, shall conform to O.C.G.A. Section 43-14-8.2 et seq. with reference to Utility Contractor's Licenses and shall submit the bid with the license numbers, as issued by the Division of Utility Contractors, affixed on the outside of the bid envelope as provided by O.C.G.A. Section 43-14-8.2(h). Utility contracting means a proposal to perform utility work, the depth which exceeds 5 feet, to a utility system as defined in O.C.G.A. Section 43-14- 2(17). A utility contractor license will be required for this project. Each Bid must be accompanied by Bid security made payable to Owner in an amount of ten percent of Bidder's maximum Bid price and in the form of a certified or bank check or a Bid Bond (on form attached, if a form is prescribed) issued by a surety company licensed in Georgia with an "A" minimum rating of performance and a financial strength of at least five (5) times the contract price as listed in the most current publication of "Best's Key Rating Guide Property Liability." Owner reserves the right to reject any or all Bids, including without limitation, the rights to reject any or all nonconforming, nonresponsive, unbalanced or conditional Bids and to reject the Bid of any Bidder if Owner believes that it would not be in the best interest of the Project to make an award to that Bidder, whether because the Bid is not responsive, or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the Owner.
