Mission and Installation Contracting Command (MICC) Fort Bliss is issuing a PRE-SOLICITATION NOTICE for an Invitation for Bids (IFB) firm fixed price construction contract that consists of replacing the vehicle exhaust system components and reducing the total number of exhaust hoses in the system to meet the required flowrate set forth by American Conference of Government Industrial Hygienists (ACGIH), in the Automotive Skill Shop Building: B1430 located on White Sands Missile Range (WSMR), New Mexico in Dona Ana County. This acquisition is planned to be a 100% Small Business set aside under NAICS 238220, Exhaust System Installation (Size Standard $19 Million). The magnitude of the procurement is estimated to be between $25,000 and $100,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. Except as provided elsewhere in this contract, all work shall comply with applicable State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20230045 03/30/2023; Superseded General Decision Number: NM20220045; State: New Mexico; Construction Type: Building; County: Dona Ana County in New Mexico, will govern work under this contract. The bid guarantee in the amount shall be at least 20% of the bid price but shall not exceed $3,000,000.00, in accordance with FAR 28.101-2. Performance and payment bonds must equal 100 percent of the original contract price. An organized site visit will be conducted for this procurement.
