THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL SERVICES PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This synopsis/solicitation NC-NS3000-23-00678 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04. The National Oceanic Atmospheric Administration (NOAA), National Ocean Service (NOS), Hollings Marine Laboratory (HML), Charleston SC has a requirement for Inspection, Calibration and Servicing for Three (3) Boilers and Two (2) Water Heaters at Hollings Marine Laboratory in Charleston SC. Base Year: Date of Award through 8/22/2024 Option Year One: 8/23/2024 through 8/22/2025 Option Year Two: 8/23/2025 through 8/22/2026 Option Year Three: 8/23/2026 through 8/22/2027 Option Year Four: 8/23/2027 through 8/22/2028 For detailed information, please refer to the attached Request for Quotation (RFQ) and Statement of Work (SOW). Purchase Order Type/Evaluation The Government will award a firm fixed price purchase order based on Lowest Price/Technically Acceptable (LPTA). Quote shall include all costs associated with each CLIN unless otherwise indicated on the vendor's quote. This RFQ is 100% set aside for small businesses. The associated NAICS code is 238220, Plumbing Heating and Air Conditioning Contractor, with a Size Standard of $19M. Offeror Instructions Each offeror must provide the following information with the quote: 1.The Request for Quote (RFQ) number; 2.The Name, Address, Telephone Number, and Unique Entity Identifier Number of the Offeror; 3.Include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the RFQ. Quotes that reject the terms and conditions of the RFQ may be excluded from consideration; 4.Acknowledgment of Solicitation Amendments (SF-30), if any; and 5.Completed Past Performance Reference form (Atch 1). Contractors who do not respond to items 1 through 5 may be considered non-compliant with the requirements of the solicitation and no further consideration shall be given for award. Site Visit Offerors are strongly encouraged to conduct a site visit where the boilers and water heaters are located to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the purchase order, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the purchase order.
