Site work and new construction of a playground / park / athletic field in Beaufort, South Carolina. Completed plans call for the construction of a playground / park / athletic field; and for site work for a playground / park / athletic field.
Beaufort County Passive Parks Department and the Capital Improvements Department are seeking qualified contractors and consultant licensed in the State of South Carolina to propose a Design Build solution to Whitehall Park Phase 2 in Beaufort, SC. Whitehall Park was conceptually designed in 2020 and Phase 1 was constructed in the fall of 2022 and spring of 2023. Phase 2, consisting of the areas within a Natural Preserve Area (see attached Conceptual Plan), will include removal of the remnants of a former dock (area H), the design, permitting, and construction of a new dock and pier (H), mitigating erosion with bulkhead and rip rap on the Point Overlook (I), construction of steps down to the march at the Point Overlook (I), and removal of existing asphalt areas within the Natural Preserve Area, restoring the ground with topsoil and seeding, while protecting the tree roots. For longevity of the dock and pier, the County is interested in using manufactured wood products versus traditional marine grade lumber. No other concept plan components are planned to be constructed at this time. With the exception of the concept plan, there are no design documents to utilize. The Design Build concept will allow the contractor to propose solutions to address the needs of the Phase 2 park. Inspiration can be found from the other elements of Whitehall Park and other Passive Park projects in the County that have been developed in recent years. The expectation of the County is that Work would begin within 15 days after a Notice to Proceed, subject to City and State permitting. Quick wins, such as removal of the existing asphalt and dock remnants will demonstrate to the community work is in progress to fulfill the Whitehall Park master plan. Preliminary designs needed for permits should be immediately after Notice to Proceed so that permits can be obtained as quickly as possible. Proposals shall include assumptions to the size of the dock and pier, again based on other public docks and piers in the County and the proposer's experience. The proposal shall include a lump sum cost for all Work proposed. An opportunity to adjust the price will occur after meeting with the County staff and finalizing the dock and pier design with the County and City State agencies, should that differ from what is assumed and proposed in the bid. No other elements of the project shall be subject to cost adjustment after the bid is submitted. After this point in the project, the Proposer shall submit a guaranteed maximum price for all items of Work.
