BOND PROPOSAL QUESTION NO. 1 The Board of Education of the Borough of Hopatcong in the County of Sussex, New Jersey is authorized: (a) to provide for renovations, alterations and improvements at Hopatcong High School, Hopatcong Middle School and Durban Avenue Elementary School, including acquisition and installation of fixtures, furnishings and equipment, sitework and related work and costs; (b) to appropriate $22,548,100 for such purposes and (c) to issue bonds of the school district therefor in the principal amount of $22,548,100. The final eligible costs of these projects authorized by this bond proposal and approved by the Commissioner of Education are $22,548,100 (with $11,322,500 allocated to Hopatcong High School, $8,651,400 allocated to Hopatcong Middle School and $2,574,200 allocated to Durban Avenue Elementary School). The projects include $0 for elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects. The Board of Education is authorized to transfer funds among the projects approved at this election. BOND PROPOSAL QUESTION NO. 2 (This Bond Proposal No. 2 will only go into effect if both the Bond Proposal No. 1 and this Bond Proposal No. 2 are approved by the voters at this election). The Board of Education of the Borough of Hopatcong in the County of Sussex, New Jersey is authorized: (a) to provide for a new score board and sound system and field house restroom and concession stand renovations at Hopatcong High School and renovations, alterations and improvements at Tulsa Trail Elementary School, including acquisition and installation of fixtures, furnishings and equipment, sitework and related work and costs; (b) to appropriate $4,239,000 for such purposes and (c) to issue bonds of the school district therefor in the principal amount of $4,239,000. The final eligible costs of these projects authorized by this bond proposal and approved by the Commissioner of Education are $3,922,000 (with $0 allocated to Hopatcong High School and $3,922,000 allocated to Tulsa Trail Elementary School). The projects include $317,000 allocated to Hopatcong High School for elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects. The Board of Education is authorized to transfer funds among the projects approved at this election. INTERPRETIVE STATEMENT If both bond proposals are approved by the voters at this election, the Board of Education will be authorized to undertake school capital projects for a total cost of $26,787,100 and to issue bonds in the total principal amount of $26,787,100 to fund the projects. The aggregate amount of the final eligible costs of the projects approved by the Commissioner of Education is $26,470,100 (with $11,322,500 allocated to Hopatcong High School, Avenue vs Elementary School and $3,922,000 allocated to Tulsa Trail Elementary School). The projects include $317,000 allocated to Hopatcong High School for school construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g). The State debt service aid percentage will equal 40% of the annual debt service due with respect to the final eligible costs of the projects approved at this election. The ballot drop box at the Hopatcong Municipal Building and the Sussex County Clerk's office in Newton for any participant who wishes to return a vote-by-mail ballot in this manner. Any voter wishing more information about their polling location may contact the Sussex County Board of Elections at 973-579-0950 between the hours of 8:00 am and 4:00 pm or may visit the New Jersey Division of Elections website.Borough of Hopatcong Polling Locations: District 1: Hopatcong Municipal Building, 111 River Styx Road District 2 & 7: #2 Firehouse, 440 Maxim Drive District 3 & 11: #4 Firehouse, 101 Jefferson Trail District 4 & 10: St. Jude's Church, 40 Maxim Drive District 5: Board of Education Administration Building, 2 Windsor Avenue District 6 & 12: Senior Citizen Civic Center, 32 Lakeside Blvd District 8: #3 Firehouse, 43 Hopatchung Road District 9: Community Center, 47 Hopatchung Road VOTING REQUIREMENTS THE DEADLINE TO REGISTER TO VOTE FOR THIS SPECIAL SCHOOL ELECTION IS SEPTEMBER 5, 2023. In order to vote in this election, residents in the Borough of Hopatcong must be a citizen of the United States, a resident of the state of New Jersey and Sussex County for thirty days, and shall have attained the age of 18 years by Election Day, September 26, 2023. Before being permitted to vote, the person must be a registered voter for at least 21 days prior to the election, or by September 5, 2023. REGISTRATION OF VOTERS Registration of voters will be conducted at the office of the Sussex County Board of Elections, 83 Spring Street, Suite 305, Newton, New Jersey, weekdays between the hours of 8:00 am and 4:00 pm, and until 9:00 pm on September 5, 2023, or at the office of the Municipal Clerk in the Borough of Hopatcong during regular business hours. Registration forms are also available at the Division of Social Services, Motor Vehicle Commission, and Division of Developmental Disabilities. REGISTRATION BY MAIL Anyone wanting to register by mail may do so by requesting forms from the Sussex County Board of Elections, telephone 973-579-0950 1. You have never been registered before; or 2. You have moved into the Borough of Hopatcong from another town or state; or 3. You have changed your name due to marriage, divorce, etc. CHANGE OF ADDRESS Any voter who is registered to vote in the Borough of Hopatcong and moved to another address within the same municipality should transfer his/her registration to the new address by September 5, 2023 to ensure that they will be able to vote in the proper election district without being required to take additional steps. This is accomplished by notifying the Board of Elections in writing. Such notice must be signed by the voter and must include the voter's prior address, the name of the road on which the voter now resides and corrected mailing address (if different from the residence address). Change of Residence forms are available by calling 973-579-0950 or by downloading them at www.sussex.nj.us. Otherwise, the voter may correct their address and vote in the special school election by provisional ballot at the polling place of the district in which the voter resides on the day of the election. VOTER'S BILL OF RIGHTS A Voter's Bill of Rights, which includes instructions for the use of the voting machine and alternative ballots, and instructions on how to contact the appropriate officials if your right to vote has been challenged or violated will be posted at each polling location and may be obtained by calling the Board of Elections . polling place due to a physical disability may request a vote-by-mail application by telephoning the County Clerk at 973-579-0900. The office of the Board of Elections may be contacted for information regarding polling place assignments and assistance to disabled voters who choose to vote at the polling place on Election Day.
