As of January 3, 2024, a solicitation has not been issued and a general contractor has not been awarded. A firm timeline for construction has not been determined. *The closed solicitation has been included below for reference: The United States Army Corps of Engineers (USACE), Great Lakes and Ohio River Division, Chicago District is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement of a seepage cutoff install to the upstream side of the a dam wall. The intention is to procure these construction services on a competitive basis. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. All Small Business Set-Aside categories will be considered. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government may evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. The contract type is anticipated to be Firm Fixed Price construction contract, using invitation for bid (IFB) solicitation procedures. The proposed contract is anticipated to include tasks that would be accomplished by labor categories that are subject to the Davis Bacon Act or a collective bargaining agreement. The duration of performance is estimated at 210 calendar days. The estimated cost range is between $5M-$10M. PROGRAM BACKGROUND The Hydraulic and Environmental Engineering section of the Chicago District Construction Office is responsible for the daily operation of four multi-purpose reservoir projects within Wisconsin, Illinois and Indiana and the collection and dissemination of data associated with those projects in regards to reservoir control and water quality. REQUIRED CAPABILITIES Background: The masonry wall was originally constructed pre-1900 out of large limestone blocks with mortar and founded on bedrock. The wall was grouted on the interior and capped with concrete in 2000 to abate some of the seepage. The cap is in good shape without any signs of cracking or movement. However, since then, seepage through the wall has increased. The Contractor shall add a water-tight surface to the existing masonry wall to the left and right of the We Energies hydroplant for a total length of about 500 feet. The FY24 project would install a seepage cutoff on the upstream side of the wall to prohibit water from infiltrating through the gaps. Dredging is required to install the seepage cutoff. The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and scale, with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. ELIGIBILITY The applicable North American Industry Classification System (NAICS) code for this requirement is 237990 "Other Heavy and Civil Engineering Construction" with a Small Business Size Standard of $45 million. This work requires dredging, so subcontracted work for dredging myst comply with the NAICS size standard of $37M. The Product Service Code is Y1PZ, "Construction of Other Non-Building Facilities". Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMISSION DETAILS (CAPABILITIES STATEMENT) Interested parties are requested to submit a capabilities statement of no more than eight (8) electronic pages in Times New Roman font of not less than 10 pitch, in either Microsoft Word or Portable Document Format (PDF). Include in the subject line of the email "FOUO: SSN response to Upper Appleton Dam_Firm Name." If your organization has the potential capacity to perform these contract services, provide the information below. Please only include a narrative of the requested information; additional information will not be reviewed. 1) Organization name, address, email address, Web site address, telephone number, small business size status and type (Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern), Unique Entity Identifier (UEI)) and CAGE Code(s)as weel as the type of ownership for the organization; and 2) If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements, including role in performance. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. 3) Financial Capability. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. Provide a statement including company profile to include number of employees and annual revenue history, 4) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Description of Experience: Provide descriptions your firm's past experience up to three (3) projects with greater than 95% construction complete or those projects completed within the last five years which are similar to this project in size and scope. Provide documentation demonstrating experience for construction of similar type structures and managing multiple sub-contractors. Demonstrate experience including self-performing 15% of the construction. Provide documentation demonstrating experience for projects of similar type projects. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. Projects similar in Scope to this project included: Waterproofing of marine retaining wall; installation of coffer dam or other dewatering installations. Projects similar in size to this project include: Repair of marine retaining walls in a minimum depth of six feet of water. Based on definitions above, for each project submitted include: Current percentage of construction complete and the date when it was or will be completed. Size of the project Scope of the project The dollar value of the construction contract The percentage of work that was self-performed as project and/or construction management services or physical construction type work. Must be at least 15% self-performed. Whether the project was design build or design/bid/build Identify the number of subcontractors by construction trade utilized for each project. PRE SOLICITATION PREPARATION ACTIVITIES: All interested vendors must be registered in the System for Award Management (www.SAM.gov) at time of submission of a bid. If not already registered, please begin the registration process immediately in order to avoid delay of the contract award should your firm be selected. The new registration process may now take several weeks, so vendors are highly encouraged to begin registering as soon as possible to avoid any possible delays in future contract awards. Remember, there is no cost to use SAM. Contractors will need to obtain a Unique Entity Identifier (formerly DUNS number) for processing their registration and submit a notarized letter appointing the authorized Entity Administrator before your registration will be activated. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg. Contractors should contact sam.gov and not USACE if experiencing any technical issues with the sam.gov registration process.
