QUESTIONS DUE DATE/TIME: August 18, 2023 @ 1:00 PM SUMMARY STATEMENT The Maryland State Highway Administration (SHA) is soliciting lump sum bids for mold remediation, duct cleaning, CMU cutouts and put back at the Administration's I-95 North Bound Welcome Center Men's and Ladies Restrooms Located in Savage Maryland. The area incorporated into this Work Plan consists of the remediation of the interior of a 2180 SQ FT Restroom Building including the 8' x 26'entrance way. Based on an inspection and the fungal spore Lab results (elevated levels of Aspergillus Penicillium, Hyphal Fragments were found in air samples and (M 1,001 -1000) Stachybotrys and Chaetomium were found in bulk samples) air trap sampling and bulk sampling were conducted by SHA and SHA's Industrial Hygiene consultant on Thursday July 27, 2023, and the following was determined: o During a site inspection it was found that there was a significant roof leak located in the rest room entrance ways to both the Men's and Ladies Restrooms resulting in water damaged fiberglass batt insulation wood framing and Gypsum board ceiling. The roof located above the water damaged area has been temporally patched and the roof system is scheduled to be replaced prior to remediation. o There are two known plumbing leaks located within the plumbing chase of the CMU walls one being a waste line for a urinal and the other being a waste line for a sink; access in the CMU will need to be made as a part of this project. o The Administration has asbestos and lead paint data reports that will be available to the awarded contractor. Revised 9-11-14 The objectives of the remediation are to eliminate/remove microbial reservoirs, remove contaminated building materials/components, thoroughly clean the air and all surfaces in the affected area, and protect the health of remediation personnel and building occupants. The remediation contractor shall furnish all labor, materials, equipment, services, employee training, waste transport and disposal necessary to perform the microbial and cleanup work in accordance with these specifications and all applicable Federal, State, and local government regulations. The project manager shall stop work if any of the following is observed: Loss of negative pressurization. Breach of containment. Activities or misconduct that could harm project personnel or building residents. Failure to properly and continuously apply specified removal work procedures. Failure to apply sufficient dust control during project operations. Failure to use specified respiratory protection or other personal protective equipment. Any other activity that could affect efficacy of the remediation or affect the health and safety of project personnel or building occupants. A copy of the written Respiratory Protection Program, along with copies of medical qualification, training and fit testing documentation for each project personnel. A copy of the written Hazard Communication Program, along with copies of training documentation for each project personnel. A copy of mold remediation training attended by all project personnel. Copies of material safety data sheets (SDS) for all products to be used on this project. II. All persons obtaining an IFB are invited to attend the Pre-Bid Conference. While attendance at the Pre-Bid Conference is not mandatory, this is an opportunity for the vendor to raise questions and/or issues of concern regarding this IFB and to gain an understanding of the bidding process. Appropriate auxiliary aids and services for qualified individuals with disabilities will be provided upon request. Please contact the Procurement Officer at least five (5) working days prior to the Pre-Bid Conference to confirm attendance.
