The project includes the full replacement of traffic control signal equipment and installation of fiber optic and communication equipment in Downtown New Haven. This project is being re-advertised to reflect a base bid of three (3) intersections and one (1) bid alternate intersection. The City of New Haven hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, any disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation, and that they will not be discriminated against on the grounds of race, color, national origin or sex in consideration for an award. The minimum rates to be paid labor of the various classifications shall be in accordance with current schedule of wages established by the State Labor Commission as provided in the General Statutes of Connecticut, as revised. All bidders are required to inform themselves fully of the conditions relating to the construction and labor under which the work will be or is now being performed. The contractor shall employ, as far is possible, such methods and means in the carrying out of this work and will not cause interruption or interference with any other contractor. Note: Surety Company Bond, on form furnished by the City of New Haven for at least 5 % of the amount of the bid, must accompany each proposal, certified check will not be accepted. The City of New Haven reserves the right to reject all bids. Note: The bidder agrees that 3 % of the awarded contract value shall be performed by disadvantaged business enterprises (DBE) as approved subcontractor or owner-operator of the construction equipment. Only DBE firms certified by the CTDOT are eligible to perform work or provide services that will count towards the goal. The bidder must indicate the disadvantaged business enterprise it intends to utilize to achieve the above stated percentage. Failure to comply will render the bid non-responsive.
