The Town of Canton through its Finance Department is requesting proposals for consulting services to conduct a cost of service rate study for water sewer service provided by the Public Works Water Sewer Division. The Town of Canton Water Sewer Division serves an approximate population of 24,500, has over 125 miles of water main with more than 9,000 service accounts, has over 70 miles of sanitary sewer with multiple pump stations to convey waste to MWRA interceptor. Water is supplied by a mix of various wells and two treatment plants located in town and is supplemented by water from the MWRA. Water Sewer Division is financed through separate water and sewer enterprise accounts and funded by a 4-tier increasing block rate system. 1. Review existing revenues, compare to expenses and determine if there are any deficiencies in the current water and sewer rate structure. Determine the required rates to meet expenses, and capital and funding costs for future needs of the system. 2. Review the funding requirements for capital equipment replacement and recommend a prudent reserve policy for operations, capital replacement and emergencies. 3. Review current water utilization and determine if the current rate schedules are equitable based on the costs to deliver service. If not, propose reasonable rate schedules that are more equitable. 4. Conduct a comprehensive cost of service study to determine the cost of serving each customer class including determining cost allocators and allocating functionalized costs by customer class. The proponent will use industry accepted methodologies for allocating costs to various classes of customers. 5. Provide a recommended rate structure that will recover projected revenue requirements for a five-year period. Components of the base rates and volume charges should be clearly identified. 6. Review all fees to assure they are reasonable and not outdated. 7. Provide general discussion on current policies and trends related to payment options, deposit amounts, connections, disconnects, etc., in comparison to other water service utilities. 8. The rate study should include an easy to use electronic model in Microsoft Excel to be used by staff for future evaluations. 9. Present the report and discuss recommendations with the Water Sewer Rate Committee at a work session, and an evening meeting of the Select Board. Proposals will not be opened publicly, but a record of consultants submitting proposals will be recorded publicly. Proposal contents will be kept confidential and not disclosed until after the evaluation and award.
