Site work and paving for a road / highway in Newport, Kentucky. Working plans call for site work for a road / highway; and for paving for a road / highway.

No definite date for the rebid.** All bids must be sealed and clearly marked "Breith Concrete Reconstruction" and shall be addressed to the City of Newport, Attention: City Clerk Tiffany Myers, 998 Monmouth Street, Newport, KY 41071 The City reserves the right to reject any and all bids and accept the lowest or best bid. The City of Newport has limited funds to undertake the described work. The project must be completed by November 17, 2023 The specifications and bid documents are all contained in this booklet. The contractor must clean around each manhole cover, valve or other item showing in the surface to a depth of two inches. The new concrete surface must match the elevation of the item showing in the surface. If, for any reason, the existing surface elevation of the item showing in the surface must be adjusted, it shall be done at no additional cost to the City. This paving is being bid at a price per square yard in place. Final payment will be made at the unit price per square yard times the square yards of paving constructed. This reconstruction bid contains an alley constructed of concrete paving. When removing the concrete paving the contractor will excavate and remove the concrete paving subgrade to a depth of 7 inches below the existing surface. After excavation, the contractor must notify the engineering to allow the subgrade to be inspected and tested. New full depth concrete must be constructed with 7 inches of 4000 psi concrete in the excavated area. The surface of the new paving must match the existing surface. General Specifications The City reserves the right to core drill the final paving to verify the depth of the new paving in place. Each bid must be accompanied with a five percent (5%) bid bond. The successful bidder must provide a performance bond in the amount of one hundred percent (100%) of the contract price. One (1) original bid proposal signed by an authorized representative and one (1) copy must be submitted in a sealed envelope plainly marked "Breith Concrete Reconstruction" to City Clerk Tiffany Myers, City of Newport, 998 Monmouth Street, Newport, Kentucky 41071. Sealed bid proposals will be opened promptly at 11:00 AM local time on August 18, 2023 at the City of Newport's City Building Multi-Purpose Room, 1st floor of 998 Monmouth Street. At that time the bids will be read aloud. Bids received after the established bid date and time will not be accepted or considered. Faxed or emailed proposals will not be accepted. The City reserves the right to reject any and all bid proposals. The project is not subject to prevailing wages. The typical section for this roadway construction shows the proposed subgrade elevation to be seven (7) inches below the finish paving grade of the roadway. It is intended that the reconstruction of the road begins at this level. Existing concrete must be removed from the work area. The existing earth beneath the old paving must be excavated to a depth of seven (7) inches below the proposed finish paving surface. All excavated concrete and earthen materials must be removed from the construction area to the contractor's waste area. A Traffic Management Plan will be required by the City prior to commencement of the project. The contractor must coordinate his construction operations with the City Engineer. Before construction begins the contractor must set out appropriate signs to prevent accidents or confusion on traffic patterns. The contractor may close off One Block at a time for no more than 10 days. The concrete must be a minimum of 4000 psi A/E concrete and must be a six-bag mix with no fly ash. All paving must be cured by applying "White Pig Cure" (Manufactured by Right Pointe) at one gallon per 200 square feet of paving. All aggregate in concrete must be crushed limestone, not river gravel. Control joints must be set every twelve (12) feet. Seal all joints (control and edge joints) with ASTM 3405 or an approved equivalent.
