NOTICE FOR HANCOCK COUNTY BOARD OF COMMISSIONERS REQUEST FOR PROPOSALS FOR OWNER'S REPRESENTATION SERVICES FOR CONSTRUCTION MANAGEMENT AND DEVELOPMENT PROJECT. I. Authority. The Hancock County Board of Commissioners are seeking qualified proposals for Owner's Representative Services for the design and construction phases of the Amplify Hancock Career Center and CTE project. Please review the full RFP located on the Hancock County website II. Request for Proposals. The Hancock County Board of Commissioners are hereby advertising this RFP and posting the same outside the Commissioners Courtroom in the Hancock County Annex and also on Hancock County's website, and pursuant to I.C. 5-3-1, et seq. and I.C. 5-22-7-5. Notice of the invitation for offers to purchase is being done as required by I.C. 5-3-1, et seq. and also through the computer gateway technology. This notice is being published two (2) times, twice one week apart and more than seven (7) days prior to receipt of the bids by the Hancock County Board of Commissioners (I.C. 5-3-1-2(e)). III. Miscellaneous Provisions. A. The Hancock County Board of Commissioners reserve the right to terminate the RFP process for any reason, to be the sole judge of the responses submitted, to reject all responders to this RFP, and to waive any informalities or irregularities in any of the responses. B. The Hancock County Board of Commissioners creates no obligation, express or implied, of any kind or description in issuing the RFP or receiving a response. Neither the RFP nor the response shall be construed as a legal offer. The following professional services are required for the Amplify Hancock Career Center and CTE project: A. Assist with Schematic Design. a. Review Owner's master plan and all other Owner supplied planning materials and create "guiding principles" for the future development of the project. Review scope/program and costs and understand the Owner's goals for the project(s). Note allowances, owner soft costs, escalation, and any other specific line items as they relate to the entire project and budget. b. Assist Owner Staff as required with preparation and maintenance of the Project Management Plan including the Construction Management Plan and the Risk Management Plan. c. Establish Owner's Representative as the central point of contact for coordinating all project activities including process for approvals, maintenance of project records, responses to inquiries from consultants, suppliers, and contractors, transfer of information to decision makers, coordination of project information flow and progress reports to the Owner, and public, as required. d. Co-ordinate with the design team throughout the design phases and assist with progress reports to be delivered to Owner. Provide appropriate feedback to the design team. e. Maintain a Master Program Budget to be tracked from start to completion of the project. Maintain accountability to the budget, assist the Owner with monitoring, allocation of funding sources, identify cost savings and design options/products, maintain and review project costs to confirm that the project is designed within the budget and to avoid value engineering at the end of the design process. Serve as liaison with Owner staff in all budget matters. Owner's Representative is to maintain, track and coordinate use of any projects reserve accounts with the Owner. At no time should the reserve account be used for project expenses unless approved by the Owner. f. Compile and update Master Schedule milestones for all design phases, design review, bidding activities, purchase of major equipment, lead times for fixtures and equipment, coordination of activities outside construction, and coordination of key decision points with Owner. Ensure that these project milestones are accounted for in project contract documents. g. Assist the Owner with developing/ implementing and coordinating technology needs. Assist with the selection of consultants and vendors. h. Schedule and attend all design review meetings and review the design professional's agenda and minutes for accuracy and correct any errors within such documents. i. Provide weekly and monthly status reports to the Owner summarizing progress, schedule and cost status, major decisions, changes, and other key project information. j. Assist the Owner in their review and approval of schematic design. B. Assist with Design Development. a. Assist with selection of consultants through a qualifying and selection process that are not traditionally part of an architect/engineer/general contractor's team but will have contracts with Owner, such as environmental, third-party testing and inspections, FF&E, technology, etc. b. Identify all State and Local agencies that will be utilized during the review process and oversee the submittal process. This will include coordination of all road improvements/ site development requirements with State and Local agencies. c. Initiate project review of drawings/specs and cost estimate with Owner for review prior to proceeding to Construction Documents. This includes consulting with the Owner on issues which impact the constructability and feasibility of the project. d. Participate in value engineering exercises and evaluate proposed building design systems as to quality, first cost and life cycle cost, constructability, and availability. e. Review all applications for payment from Owner's consultants, designers, and engineers and provide recommendations to Owner for approval/revision/rejection. f. Coordinate schedule, submittals, and review by utility agencies. C. Assist with Construction Documents. a. Coordinate project submittals and deadlines for agency reviews. b. Orchestrate and assist the Owner in the review of construction documents/specifications and cost estimates for approval of construction documents. c. Coordinate acceptance of the Construction Documents and finalize pricing. d. Assist Owner with solicitation and selection of third-party entity for building permit expediter services and ensure continuance of entitlements process to achieve permit review and final approval. D. Assist with the Bidding Process. a. Establish bidding and award schedules. b. Coordinate with agencies affected. c. Coordinate and review any modifications to pricing with the Owner. d. Establish pre-qualification criteria for bidders. e. Distribute Bidding Documents to bidders. Coordinate and review Architect documents. Assist Architect with the receipt of questions from bidders and with the issuance of Addenda. f. Recommend selection to Owner for the lowest responsive and responsible bidder(s). g. Ensure that Owner awards contracts that fulfill the obligations of the Bid Documents and project specific requirements
