Site work and new construction of a water / sewer project in Port Charlotte, Florida. Working plans call for the construction of a water / sewer project; and for site work for a water / sewer project.
As of 10/13/23, per Owner, all bids were rejected, this will rebid at a future time, no firm date available at this time. It is the intent of Charlotte County to secure the services of a licensed Contractor to furnish all materials, labor, equipment, testing and all other appurtenances required to successfully construct and place into service a complete and functional O'Hara Water Booster Station No. 10 and Wastewater Lift Station No. 23 ready for use. The Local License(s) required to perform these services for this project are: Certified General or Registered General. Site Work (as specified by Giffels-Webster Engineering (GWE) and CCUD Standards) 1. Prior to construction, the contractor shall locate all existing buried piping and underground wire utilities by excavation (hand excavate, as necessary), to avoid damage to active pipes and other utilities. 2. Clear existing vegetation and remove topsoil from area where concrete foundations, slabs, structures, stone surfaces, and asphalt pavements are proposed. 3. Furnish and install new concrete slabs, wet well, manhole, crushed stone surface, and miscellaneous structures as shown on the drawings 4. Furnish and install two (2) potable water services. 5. Furnish and install pipe, valves, and fittings for connection to a proposed and existing potable water main in County right of way. Refer to Giffels-Webster Engineering drawings and specifications for details) 6. Sod all areas that are disturbed during construction and not proposed for other surfaces. 7. Install landscaping, irrigation, stormwater attenuation storage, and stormwater culvert. 8. Provide miscellaneous site work required to complete the work. B. Building 1. County building permits including plan sets required for application. 2. Construction of a new building, including furnishing and installing all materials and equipment. Work shall include, but is not necessarily limited to, the furnishing of all labor, superintendence, materials, tools and equipment and performing all work necessary to complete all structural foundations, masonry, framing, doors, windows, roofing, plumbing, mechanical, coatings, and incidental related construction. 3. Construction of a CMU masonry wall and foundation including furnishing and installing all materials and equipment. C. Mechanical Work (Water Booster Station) 1. Furnish and install a booster pumping station including four (4) horizontal split case pumps and all necessary piping, valves, fittings, electrical, instrumentation, and controls per the Contract Documents. 2. Furnish and install buried piping, valves, and appurtenances. 3. Furnish and install flow meter, static mixer with dual injection ports, sampling tap, and air release valves. 4. Fully test and provide on-site start-up and training for all mechanical and electrical equipment by equipment suppliers. 5. Provide O & M equipment documents in paper (binder) and electronic format. D. Mechanical Work (Lift Station 1. Furnish and install a lift station including inlet manhole, wet well, two submersible pumps, flowmeter, portable pump connection, air release valves, check valves, plug valves, electrical power supply, instrumentation, and controls per the Contract Documents. 2. Furnish and install one odor control unit including, air suction pipe to the wet well, water supply, and drainpipe as specified in the Contract Documents. 3. Furnish and install related buried inlet pipes and discharge connection to a proposed force main. See GWE drawings for details on location. Adjust alignment as necessary. 4. Fully test and provide supplier monitored start-up and training for all mechanical and electrical equipment. 5. Provide O & M equipment manuals E. Electrical and Instrumentation Work 1. Furnish and install underground electrical service from a new Florida Power and Light (FPL) service. Install a pull box connection and underground wire in conduits to the Pumping Station building. Coordinate with FPL for the new service. CCUD will arrange for and pay for the new FPL three phase, 460-volt service to the location of a Contractor furnished and installed pull box near the transformer pole location. 2. Furnish and install shunt trip station on the south wall of the booster station building. 3. Furnish and install electrical meter mounting socket and coordinate power service with FPL. 4. Furnish and install automatic transfer switch between public power and standby generator, main power panel, equipment control panels, variable frequency drives for four (4) booster pumps, two (2) soft starts for lift station pumps, transformer to produce 110v single phase power, and provide power and control wiring in conduit as shown in the Contract Documents. 5. Furnish and install one stand-by diesel generator with belly fuel storage tank as specified in the Contract Documents. 6. Install one Remote Telemetry Unit (RTU) and one Telemetry Control Unit (TCU) by Data Flow Systems, Inc (DFS). The RTU SCADA will service the water booster station, generator, and building monitoring. The TCU will service the Wastewater Lift Station and provide SCADA. The Owner is purchasing the RTU, TCU, concrete antenna tower base (installed), one tower and two antennas, and antenna connection wiring directly from DFS. The Contractor will supply power and control conduits and control wires to and from the DFS SCADA units. DFS will make the final wire connections within the RTU and TCU, and provide programming within the DFS panel and training. See Data Flow Systems' contract in the specification appendix for details. The Contractor shall coordinate the installation of the antenna and RTU and TCU with DFS. The Contractor shall be responsible for MODBUS connections from the equipment and control PLCs to the RTU and TCU, and power service to the DFS units. 7. Furnish and install two (2) "pump bypass switches" at the wastewater wet well site to allow manual control override of the submersible pumps' operation from the wet well area. 8. Furnish and install ground ring around the entire perimeter of the station building and generator slab as shown on the Contract Documents. 9. Connect all equipment and verify proper phase rotation of power service. 10. Fully test and confirm the function of all electrically powered devices with equipment manufacturers' representatives on-site. 11. Provide O & M equipment manuals in paper (binder) and electronic format. ___________________________________________________________________________________ 01/23 F. Chemical Feed System 1. The west interior side of the booster building is dedicated to a chemical (chlorine) system including four (4) liquid storage tanks, one Sodium Hypochlorite chemical feed pump room, one Ammonium Sulfate chemical feed pump room, one chlorine sample sink workstation, two (2) chlorine analyzers, one double chemical injection/static mixer, and one (1) chlorine concentration sample tap on the 12-inch booster discharge pipe before is passes through the building wall. 2. CCUD will purchase and install the following equipment: a. Four (4) double walled chemical storage tanks with fill piping, valves, and quick disconnects b. One (1) double walled day tank with positive displacement transfer pump in the ammonium sulfate chemical feed room c. Two (2) chemical pump skids d. Two (2) chlorine analyzers e. Teflon tubing inside 2-inch schedule 80 PVC casing pipes. Casing pipes by Contractor. 3. The Contractor shall furnish and install: a. All 2-inch PVC casing pipes using long sweep 90-degree bends and anchored using Type 316 stainless steel anchor straps and concrete anchors. Provide access points to assist pulling tubing through the casing pipes. Coordinate with CCUD staff. b. PVC breather conduits from the chemical rooms to the storage tanks' location. Coordinate location of breather pipes with CCUD. c. Sample tap at 12-inch discharge pipe connected to 1/2 -inch polyethylene tubing inside a 2-inch schedule 80 PVC casing pipe from the tap to the sink area. d. A 3/4 inch exterior grade plywood (painted) mounting board for two chlorine analyzers near the sink. Coordinate size and location with CCUD. e. Four (4) eye wash/showers with activation monitoring by SCADA f. Four (4) stainless steel hose bibbs and two (2) ss hose racks. G. Air-conditioning System 1. Furnish and install two air conditioning units, ducts, and discharge grills as shown on the Contract Documents. 2. Fully test the air-condition system. 3. Provide O & M manuals in paper (binders) and electronically. H. Miscellaneous Work connected with the lift station and booster station equipment 1. Demolition of the existing lift station will start after at least one week of successful operation of the new lift station has occurred. The Owner will give written notice to the Contractor for demolition to occur. 2. Prepare and furnish As-Built Drawings per Section 01720 and CCUD's As-Built standard requirements. 3. Prepare and furnish video recordings of the site and adjacent property prior to construction per Section 01720. 4. Clean-up and restoration of the work area during construction and before CCUD takes ownership of the O'Hara station. 5. All other work required to provide a complete and fully functioning potable water booster pumping station and wastewater lift station that meets the intent of the Contract Documents.
