Site work and outdoor lighting for a transportation facility in Purcell, Oklahoma. Completed plans call for site work for a transportation facility; and for outdoor lighting for a transportation facility.

As of August 16th, 2023, per addendum 1, Due to unexpected lack of availability of federal funding for this project, the City of Purcell hereby cancels the previously scheduled bid opening. The project will be re-advertised for bids under a new Notice to Bidders, anticipated for Spring 2024. The City of Purcell is seeking bids on a lighting improvement project along Green Avenue from Washington Street / OK-74 to Walnut Creek. The job scope includes road boring and installation of 8,000 feet (more-or-less) of 1.5 inch pipe provided by the contractor (unit price per foot is recommended), 33 concrete piers to be poured per the specs of the City of Purcell Public Works Authority. The route description, concrete removal and location of utilities to be worked around will be described and managed by the Purcell Public Works Authority. Bids filed with the City shall be publicly opened and considered by the City at time stated herein. Bidder must supply all information required by Bid/Proposal Form. This Project is subject to the following requirements as referenced in the Special Provisions: Buy American Preference (Reference 49 USC 50101). Foreign Trade Restrictions. Davis Bacon (Reference: 2 CFR 200 Appendix II(D)). Affirmative Action (Reference: 41 CFR part 60-4. Executive Order 11246). Governmentwide Debarment and Suspension (Reference: 2 CFR part 180 (Subpart C), 2 CFR Part 1200, DOT Order 4200.5 DOT Suspension & Debarment Procedures & Ineligibility). Government Requirements for Drug-free Workplace. Nonsegregated Facilities Requirement (Reference: 41 CFR 60-1.8). Sponsor, in accordance with Provisions of Title VI of Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and Regulations, hereby notifies all bidders it will affirmatively ensure any Contract entered into pursuant to this Advertisement, Disadvantaged Business Enterprises (DBE) will be afforded full and fair opportunity to submit bids in response to this invitation and not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Title VI Clauses for Compliance with Nondiscrimination Requirements (Source: Appendix A of Appendix 4 of FAA Order 1400.11, Nondiscrimination in Federally Assisted Programs at the Federal Aviation Administration). Title VI List of Pertinent Nondiscrimination Statues and Authorities (Source: Appendix E of Appendix 4 of FAA Order 1400.11, Nondiscrimination in Federally Assisted Programs at the Federal Aviation Administration). All Bidders/Proposers shall make good faith efforts, as defined in Appendix A of 49 CFR Part 26, Regulations of the Office of the Secretary of Transportation, to subcontract 1.48 percent of the prime contract dollar value to small business concerns owned and controlled by socially and economically disadvantaged individuals (DBE). If Bidder/Proposer for this solicitation qualifies as a DBE, contract goal shall be deemed met. Individuals rebuttably presumed to be socially and economically disadvantaged include women, Blacks, Hispanics, Native Americans, Asian-Pacific Americans, and Asian-Indian Americans. Apparent successful Bidder/Proposer must submit information concerning DBEs to participate in this contract. Information will include name and address for each DBE, description of work to be performed by each named firm, and dollar value of contract (subcontract). If Bidder/Proposer fails to achieve contract goal as stated herein, they must provide documentation demonstrating good faith efforts in attempting to do so. Bid/Proposal failing to meet these requirements will be considered nonresponsive. For Contracts $50,000 or more, Contractor with 50 or more employees and subcontractors with 50 or more employees and who may be awarded a subcontract of $50,000 or more, will be required to maintain an affirmative action program within 120 days of Contract commencement. All Bidders/Proposers must visit and inspect construction site and be familiar with site physical characteristics and conditions. For eligibility to bid this Project, contractors must be listed: on official Bidder List by obtaining an official set of Plans and Specifications from Parkhill; AND as an attendee of mandatory Project Prebid Conference. Bids received from Contractors not meeting these requirements will be returned unopened. Contractor shall furnish all materials and perform all work shown on Drawings and described in Specifications entitled: Rehabilitate Runway Lights and Install PAPIs AIP 3-40-0130-017-2024 PURCELL MUNICIPAL AIRPORT Purcell, Oklahoma hereinafter called the Project, and as prepared by Parkhill, hereinafter called Engineer, and shall do everything required by this Contract, Specifications, and Drawings. Observation of construction of this Contract shall be under Engineer supervision.
