Send the LEIN Request form, filled out and signed, by email to Daniel T. Smith & Sharon Frost at email addresses: SmithD76@michigan.gov & FrostS1@michigan.gov .The email "Subject" must include (Facility Name, Project Name, Date & Time of Pre-Bid Walk Through Meeting). PROJECT DESCRIPTION/SERVICES REQUESTED On behalf of the Michigan Department of Corrections (MDOC), the Department of Technology, Management, and Budget (DTMB) is requesting professional architectural and engineering services at the Earnest C. Brooks Correctional Facility for the design, bidding, and construction administration to remove and replace Level IV and Segregation existing cell door locks and controls, to provide new permanent enclosure at Level IV control booth, and to create efficient equipment and controls layout for the existing Segregation control booth. This request is to provide Phase 300 Schematic Design, Phase 400 Preliminary Design, Phase 500 Final Design, Phase 600 Construction Administration/Office, and Phase 700 Construction Administration/Field Inspection services. There are two Level IV housing units. Each Level IV housing unit is divided into two wings of 48 cells. Each wing is two stories, with 24 cells per story. The control station is centrally located between the wings at a floor height midway between the stories. Each control station controls approximately 96 cell doors. Each Level IV control station also controls 12 security doors in addition to the 96 cell doors. The control station is not enclosed so the station must be manned continuously for security. For this project, the goal is to provide permanent enclosures with glass/CMU walls/doors around Level IV control booths for security. See attached floor plan for proposed security booth enclosure wall/door locations. Final security booth layout will be determined during Phase 300 Schematic Design. There is one Segregation unit. The Segregation unit control station is located within the segregation control booth of the one-story Segregation unit and controls 22 cell doors. The Segregation control station also controls 7 security doors in addition to the 22 cell doors. The Segregation control center is enclosed but the current layout for controls and equipment is inefficient for staff use. The goal is to evaluate the existing space for efficiency of controls layout and design improvements in the Segregation control area to improve circulation and efficiency. Provide a new counter and supports to replace the existing. The control stations and cell door hardware of both Level IV and the Segregation units are original to the building and date to the 1980s. The current controls have buttons that are not secured to the control panel and the cell doors jamb frequently. The goal is to remove and replace all Level IV and Segregation existing cell door locking hardware systems and controls. Provide new electronic controls with digital touch screens. The facility needs electronic controls that can operate all doors simultaneously as well as individually, operate doors on a pre-set timed basis, and include control devices that are durable. The control system must provide reports for tracking movement. The system must provide manual override with keyed release, and back-up redundancy. Modify the existing building and infrastructure such as walls, doors, lighting, security cameras, power, fire protection, alarms, etc. as required for this scope. In addition to the requirements described in the DTMB Contract for Professional Services: Billing Rate - Not to Exceed sample contract, please accommodate the following: 1) Clearly document the number of meetings proposed and indicate which meetings will need to be on-site. Design meetings shall be held via electronic format to the greatest extent possible. 2) Attend a bi-weekly progress phone call with the Project Director. 3) Provide construction estimates for owner review at the 50% and 90% of each phase. Review the construction budget at every design review meeting. 4) Coordinate all field work, construction phasing and scheduling with MDOC in advance to minimize disruption to their operation of the project site. Conduct field work in a manner that complies with MDOC policies currently in effect or which may come into effect. 5) Develop contract documents to include alternates for the improvement work to use all available funding. 6) Include as reimbursables LARA Plan review fees and a material testing allowance of $10,000. 7) For each consultant firm hired by the PSC, submit the consultant firm's personnel billing rates, quantity of hours per phase, and professional fees per phase for each person assigned to this project.
