Per the owner, as of September 26, 2024, the project is in design and construction is anticipated to begin within the next 90-120 days. Owner states that they need to finish design and then send the project out to bid. Closed solicitation has been included below for reference. ........... Yuba County is requesting proposals for professional preliminary engineering and construction support services required for constructing a new well site located at 8334 Rocking West Ranch Trail in Smartsville, CA. The scope of which includes the installation of a new well, and a supervisory control and data acquisition (SCADA) system for the new well and the existing primary well located on the same parcel. The professional preliminary engineering and construction support services requested will pertain to a comprehensive well site development project, under the auspices of the Small Community Drought Relief Program. Information about the Small Community Drought Relief Program can be found Electronically This project will be funded by state and local funds, a majority of which will be from the state's Small Community Drought Relief Program. This project will provide a clean and reliable water source to the community of Gold Village / River Highlands in Yuba county, as well as improve the existing water system. Question Submission Deadline: August 23, 2023, 4:00 pm Question Response Deadline: August 25, 2023, 4:00 pm The County of Yuba is accepting proposals for Engineering and Construction Support Services for the River Highlands / Gold Village Well Site and Water System Improvement Project. The project is State and Local funded. This is a cost-plus-fixed-fee and project specific contract. There is no DBE goal. Due to time constraints, The County of Yuba requires aggressive scheduling for this project. Construction is expected for 2024 and is anticipated to be 4 to 6 months long, with a substantial completion of construction in December 2024. Design of plans, specifications, and estimate should plan for the project to be phased appropriately. The County of Yuba is an equal opportunity employer (EOE) and Disadvantaged Business Enterprises (DBEs) are encouraged to participate. The work shall comply with the requirements of all of the following without limitation, and shall apply to this RFP and any subsequent contract as though incorporated herein by reference: Federal laws State laws Local laws The following is a list of tasks required to do this work. Consultants preparing a proposal should elaborate on these tasks, including their interrelationship, within their proposal. 1. Project Management and Preliminary Engineering Studies o The Consultant shall be responsible for project management activities throughout the life of the contract and the scope of activities includes but is not limited to, coordinating and being responsible for scheduling meetings, managing the project schedule, preparing and distributing minutes, field reviews, tracking action items for Yuba County and consultant sub-contractors, and preparing all submissions for Yuba County to submit to the Department of Water Resources. Any modifications proposed to this solicitation are welcome provided they are innovative, advanced, and well thought out methodologies and shall be identified as optional and priced out separately in the sealed fee proposal. Any tasks listed within that the Consultant does not anticipate as required for the project shall be included in the proposal as an optional task. o Develop general project design concepts and related activities needed to establish the parameters for final design such as Geometrics, Hydraulics, Geotechnical, etc. o Conduct a geotechnical engineering investigation for the well site determination and provide design recommendations for the well enclosure/building and the underground piping system, and roadway rehabilitation / extension included in the project scope. Provide a final report including design and implementation within 6 months prior to the anticipated construction start date. o Take exploratory cores in the existing roadway and shoulder and provide up to three (3) road rehabilitation recommendations with scope and estimated cost for each. (Optional) 2. Environmental Services The County anticipates a CEQA Categorical Exemption and Mitigated Negative Declaration for the project. Environmental services may include, but not be limited to, completing the following tasks and providing required documents: o Develop APE maps o Prepare documentation and coordinate with affected agencies to obtain all required permits for this project. 3. Surveying and Base Mapping o The Consultant will perform topographic surveys and base mapping for the project corridor, as is adequate for the full design of the project. Surveying includes all ground surveys, record data search and right-of-way mapping. Ground surveys shall include, but not be limited to the following; edge of pavement (or road), berms, structures, fencing, trees with diameter greater than 4 inches, landscaping (including yard drainage directions), ditches, culverts, grade breaks, any existing pavement striping or markings, storm drain manholes or inlets, sanitary sewer manholes or cleanouts, water valves or meters, fire hydrants, gas valves, all underground or overhead utility facilities within the limits described below, and all other topographic features needed for design. The topographic surveys may require entering private property, on the owner side of an existing fence, to survey the lot frontage. Contour intervals will be five feet. The width of road surveys shall be up to 75' centered on the existing centerline of road. Existing right of way boundaries and property lines will be included on the base map. Additionally, include any quarter-crown or grade breaks in the travelled way. o The Consultant shall provide permanent horizontal and vertical survey control to be used for construction staking of the project in an AutoCAD DWG file compatible with Civil3D 2022. o The Consultant shall also provide a Digital Terrain Model (DTM) in an XML file along with Topo Points. o The consultant shall provide centerline reference by placing a PK or mag nail on at 100 foot stations. A level loop shall be performed on centerline reference nails and corresponding information provided to the County. 3. Quarterly Report Preparation This task includes preparation and submittal of quarterly reports. The Consultant shall submit quarterly reports providing a summary of project progress and expenditures. 4. Preparation of Plans, Specifications, and Estimates The Consultant shall provide services to prepare plans, specifications and estimates (PS&E) at 65%, 95% and final design for the project. The plans shall include but not be limited to the following items: i. Title Sheet and Location Map ii. Typical Section and Construction Detail Sheet iii. Layout Sheets iv. Plan/Profile Sheets (Optional) v. Grading and Drainage Layout vi. Roadway Cross Sections (Optional) vii. Conceptual Storm Water Pollution Prevention Plan Design shall include all civil, mechanical, structural, and electrical plans and calculations for the project. The grading and drainage design will convey all storm water within the project area away from the new facilities. The Consultant shall provide technical specifications. The County will incorporate the technical specifications and complete the project SSPs. All electronic design files shall be provided to the County. The final PS&E package must satisfy the requirements/outcomes of the grant application as shown in the attached document. Pre-proposal Meeting- None Notification of Consultant Shortlist- Tuesday, August 29, 2023 Consultant Interview (if needed)- September 14-15, 2023 Interview Results (if needed)- None Negotiations- September, 2023 Agreement Execution- September, 2023 Expected Work Substantially Complete- September 2024 The method of Contractor Selection has not been Determined at this time.
