SOURCES SOUGHT NOTICE No Solicitation is currently available. This sources sought notice is for Market Research purposes only. All information contained herein is preliminary, and subject to changes and/or cancellation at the discretion of the Government. Interested vendors shall provide responses to this notice voluntarily, and at no cost to the Government. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. Based upon information received in response to this Sources Sought Notice, the Government shall make a determination on a procurement strategy, which shall include the type of small business set-aside, if appropriate. The eventual procurement strategy and set-aside, if appropriate, is solely within the discretion of the Government. The applicable North American Industry Classification System (NAICS) Code is 236220, Commercial and Institutional Building Construction, and the small business size standard is $45M. Project magnitude is anticipated between $25,000 and $100,000. Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See https://www.sam.gov/SAM/pages/public/index.jsf ). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM. ServiceDisabled Veteran-Owned Small Businesses and Veteran-Owned Small Businesses shall have their ownership and control verified by the Department of Veterans Affairs (VA) and be listed in the Vendor Information Pages (VIP) at https://vetbiz.va.gov/vip/ Description of Services is to install/expand nurse call to the ER Department at the Veteran Affairs Palo Alto Health Care System. The Government requests that interested parties review the Description of Services and provide the following capability information to the Contracting Specialist, Christopher Aguon at Christopher.aguon@va.gov, by 4:00 PM HST on August 11, 2023. Include general information and technical background describing your firm's experience on contracts requiring similar efforts to meet the program objectives. SCOPE: The contractor shall furnish all labor, transportation, parts and expertise necessary to replace current Zettler Nurse Call System to ascom Telligence C600 Nurse Call system. This system is located in the Emergency Department at the VA Palo Alto Healthcare System (VAPAHCS) located at 3801 Miranda Ave, Palo Alto, CA 94304. 2. QUALIFICATIONS: Contractor must be an authorized factory distributor and installer of ascom Telligence and have been engaged in installing/maintaining/servicing ascom Telligence for a minimum of 5 years. Contractor must provide, upon request, evidence of appropriate training of any field service representatives providing above services/equipment. Subcontracting of installation services will not be allowed without coordination with the contracting officer's representative (COR) and written permission of the Contracting Officer. 3. SERVICES TO BE PROVIDED: The contractor shall provide all required parts and supplies to replace existing Zettler Nurse Call System to ascom Telligence C600 Nurse Call system, to include networking into existing ascom Telligence (T5) C600 Nurse Call system. a. Contractor will provide all materials and installation necessary to complete installation. This is to include all proposed materials, system configuration, network communications, and testing. b. Contractor will offer a minimum 1-year warranty on new equipment and installation. c. Contractor must furnish to Biomedical Engineering all materials (e.g., service manuals, diagnostic software, etc.) required to maintain the equipment to manufacturer's operational specifications. d. Only manufacturer (ascom) approved factory service parts and equipment shall be used. 4. MANUFACTURER: Acceptable Nurse Call System Manufacturer include: a. ASCOM Healthcare b. All equipment and components shall be the Manufacturer's current model. The materials, appliances, equipment, and devices shall be tested and listed by a nationally recognized approval agency for use as part of a Nurse Call System. The Manufacturer's representative shall be responsible for the satisfactory installation of the complete System. c. The Contractor shall provide, from the acceptable Manufacturer's current product lines, equipment and components, which comply, with the requirements of these specifications. Equipment or components, which do not provide the performance and features required by these specifications, are not acceptable, regardless of manufacturer. d. The Manufacturer of the System equipment shall be regularly involved in the design, manufacture, and distribution of all products specified in this document. These processes shall be monitored under a quality assurance program that meets ISO requirements. The Manufacturer shall have the financial stability to provide project financing/lease options to the Owner if desired. e. All System components shall be the cataloged products of a single Supplier. All products shall be listed by the Manufacturer for their intended purpose. ASCOM Healthcare products constitute the minimum type and quality of equipment to be installed. f. All connected field electronics shall be both designed and manufactured by the same company and shall be tested to ensure that a fully functioning System is designed and installed. The IP-based Nurse Call System shall utilize Ethernet topology, switches, gateways, and devices. These devices shall make up a UL 1069 Listed nurse call LAN/WAN. The Nurse Call System shall be FDA Registered, Class II, 501(k) exempt. 5. PROJECT CONDITIONS: a. It shall be the Contractor's responsibility to inspect the job site and become familiar with the conditions under which the work will be performed. Inspection of the building may be made by appointment with COR. b. All work may be conducted during normal working hours, 7:00 a.m. to 5:00 p.m., Monday through Friday, by properly coordinating the work with the COR c. The Contractor shall be responsible for prior coordination of all work with the COR 6. WARRANTIES AND MAINTENANCE: a. Warranty: All equipment and workmanship shall carry a one-year warranty. b. The Contractor shall warranty all materials, installation, and workmanship for one (1) year from date of acceptance, unless otherwise specified. A copy of the Manufacturer's warranty shall be provided with closeout documentation and included with the operation and installation manuals. Appendix B The contractor, their personnel, and their subcontractors shall be subject to the Federal laws, regulations, standards, and VA Directives and Handbooks regarding information and information system security as delineated in this contract. Appendix C 1. GENERAL Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system The method of Contractor Selection has not been Determined at this time. *The value for this project is based on a financial range.
