Elm Creek (Cen-Tex) Watershed Site 39 is a single-purpose, earthen flood prevention dam constructed in 1987 and located 12 miles east of Temple, Texas, on the Bell and Falls County line. The purpose of the proposed construction is the rehabilitation of Site 39 to mitigate identified dam safety deficiencies associated with the dam's reclassification as a high hazard potential dam. The major components consist of the following: replace existing principal spillway inlet; widen the bottom width of the existing earthen auxiliary spillway; raise the crest of the existing earthen auxiliary spillway; raise the crest of the existing embankment; install a new toe drain along the downstream toe of the embankment; remove and replace last seven sections of the existing principal spillway conduit and cradle to facilitate installation of a new filter diaphragm in accordance with the specifications and drawings. The Elm Creek Watershed Authority reserves the right to accept or reject any and all bids at its option and to waive any formalities.
