Renovation of a mixed-use development in Amarillo, Texas. Working plans call for the renovation of a medical facility.
THIS IS A PRESOLICIATION NOTICE An Invitation for Bids POSTED ON OR ABOUT 8/23/2023. The Amarillo Texas Veterans Affairs Healthcare Center System (VAHCS) Amarillo Texas currently has a requirement for a project to Replace Roofs 12, 13, 21, 26, & 32 under solicitation 36C257-23-B-0049. The project requires roof repairs around the campus at the Thomas E. Creek VA Medical Center: The Contractor shall provide all equipment, construction services, labor, materials, supervision, supplies, and tools and supervision for the project. Work shall include: 1. Prior to start of work, the contractor is responsible for reporting all existing damage that may cause water intrusion to the building both related and unrelated to the roofs to be replaced. 2. Contractor to replace Existing Pitched Roofs to Buildings 12, 26 and 32 as shown and/or described in project drawing and specifications. 3. Contractor to replace Building 21 Pitched Roof in order to receive same roof style as Buildings 12, 26 and 32 with Spanish Villa Style Terra Cotta Gold Flashed Slurry Finish as shown and/or described in project drawing and specifications. 4. Contractor to replace Building 32 Pitched Roof Asphalt Shingle Roof. 5. Contractor to completely remove Clay/Stone Tiles and/or Shingles, inspect Sheathing and replace any damaged Sheathing. Install all new underlayment. Install all new Insulation to Building 12 and 21. Building 13 and 32 will receive Insulation per Add Alt. 6. Inspect roof tiles, replace all damaged Clay/Cement Spanish Clay tiles with exiting like new condition Spanish Villa Style Terra Cotta Gold Flashed Slurry Finish and new to match existing. If tiles are in like new condition, existing is to be blended in with new when placing tiles on roof. Tiles shall be installed on an elevated batten system for better water flow and protection. 7. Building 13 Metal Deck Roof requires for contractor to build up roof on deck and install T.P.O. Contractor is responsible for following existing Slope for water continuous flow on new T.P.O. Install Copper Gutters on both long ends of Building with a Copper Downspout on each side. 8. All gutters and downspouts are to be replaced with new copper to match existing historical design (See Building 14 during on-site Pre-Bid Walkthrough). Downspouts shall be protected from debris during the duration of the project and snaked at the end of the project. Gutters shall all receive a new copper endcap/flashing, cut to shape and welded to cover gap and any exposed wood or interior brick. All end caps shall be matching. 9. When replacing downspouts, all existing holes are to be patched and exterior is to be repaired as needed to appear clean and blended with rest of exterior of building. 10. Flashing shall be installed where code and Industry Standards advise. 11. Install Copper Mesh on all Gutters to block birds and leaves. 12. All Plumbing Vent Boots to be replaced in accordance with roof type. 13. Contractor to install Lightning Protection with Proper Grounding to Buildings 12,13, 21, and 26. Per SPECS, Lightning Protection shall follow NFPA and UL standards, a UL Representative shall inspect the Lightning Protection and a Certification shall be issued and turned over to the COR for acceptance. 14. Entire Roof and Components shall be water tested for both Leaks and Water Flow. Add Alts will be a pick and choose, not in a certain order unless noted otherwise. The Contractor shall perform demo and installation for all materials and components. Work shall include, but not limited to the following: 15. ADD ALT #01: Contractor to Remove a set of Double Doors to Building 21 and fill it with CMU Block on inside and Brick on outside to be match existing or equivalent with insulation in between. Page 4 of 4 16. ADD ALT #02: Contractor to clean and polish existing Building 21 Floor. 17. ADD ALT #03: Contractor to install security style Window Guards to all six windows. Windows may be varying in sizes. 18. ADD ALT #04: Contractor to Measure and Replace all Six Windows and Windowsills. 19. ADD ALT #05: Contractor to Update and Install new concrete walking path as shown on drawings. 20. ADD ALT #06: Contractor to Replace Door and Door Jamb and Door Hardware. 21. ADD ALT #07: Contractor to Install New AMAG System and tie into TR-0008 of Building 11. 22. ADD ALT #08: Contractor to Install Spray on Insulation to Building 13. 23. ADD ALT #09: Contractor to Install Spray on Insulation to Building 32. More detailed descriptions of the scope of work activities will be provided upon issuance of the IFB. The NAICS code for this procurement is 238160 with a small business size standard of $19,000,000.00. The magnitude of this project is between $2,000,000.00 and $5,000,000 .00In Accordance With (IAW) Veterans Affairs Acquisition Regulations (VAAR) 836.204(f)(2). This project will be 100% set-aside for Service-Disabled Veteran-Owned Small Businesses, as stated below. The POC for this project will be Horacio Fernandez. Important Notice: Apparent successful bid must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership, and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veteran Affairs Center for Veterans Enterprises prior to submission of offer. Failure to be both VERIFIED by CVE and VISIBLE on VetCert prior to submission of offer will result in the offeror s proposal being deemed non-responsive. All offerors are urged to contact the CVE and submit the required documents to obtain CVE verification of their SDVOSB status if they have not already done so. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
