With this request OCRRA is seeking professional engineering services for a residential drop off; maintenance, fueling and staff space infrastructure; and Agency office space. The engineering services should include a conceptual design and preliminary feasibility study, focused on complimenting improvements that are planned to the existing Ley Creek Transfer Station in the Town of Salina, New York. OCRRA's primary objectives are to identify how a newly acquired 11.5 acres of land (Ley Creek North) can be best used to achieve the Agency's objectives and support goals identified in the Draft New York State Solid Waste Management Plan. OCRRA is requesting proposals from engineering firms with substantial experience and expertise in site development and solid waste operation and design. Expertise in stormwater management and solid waste permitting, and familiarity with Part 360 regulations, are also required. Services shall only be performed by, or under the direction of, New York State licensed professional engineers. OCRRA will only consider proposals for which the Proposer demonstrates sufficient expertise and experience, as deemed necessary and appropriate by OCRRA, and submits a cost-efficient proposal for completing the identified work activities. OCRRA has broken the project into multiple work tasks and phases. These tasks and phases will require continuous collaboration with the OCRRA staff, primarily the Agency Engineer. Familiarity with the Ley Creek Site, the planned redevelopment of the Ley Creek Transfer Station property and OCRRA's solid waste management needs will be critical to the successful completion of these tasks. The selected firm will need to consider the Agency's ability to manage hazardous, recoverable and recyclable household waste that is currently collected by entities other than OCRRA.
