Any questions that the County feels are pertinent to all proposers will be issued in the form of an Addendum. Anticipated Contract Award September 2023 The County of Pamlico is requesting proposals from qualified contractors to provide disaster debris clearance services in the event of a natural disaster within the area. Pamlico County is located in the coastal plain region of North Carolina. The population of Pamlico County is approximately 13,000. The County consists of 400 square miles of area with approximately 6,000 housing units. There are nine (9) incorporated municipalities within Pamlico County. They include: Alliance, Arapahoe, Bayboro, Grantsboro, Mesic, Minnesott Beach, Oriental, Stonewall, and Vandemere. Any or all of the incorporated municipalities may participate in the terms and conditions of the resulting contract. A memorandum of agreement may be executed following a disaster requesting Pamlico County complete the debris removal and disposal services within their (municipal) borders. The consultant will be prepared to perform services identified under the resultant contract in these municipalities following activation and specific guidance from the County following receipt of an executed Memorandum of Understanding. However, the same restrictions regarding Federal and State Highways, and Federal Aid Secondary Routes and private property restrictions will apply in the municipalities. The award of a contract under this solicitation will be paid with federal funding. Funding is contingent upon compliance with all terms and conditions of funding award. All prospective contractors shall comply with all applicable federal laws, regulations, executive orders, FEMA requirements and the terms and conditions of the funding award. In addition, contractors providing submittals shall be responsible for complying with state law and local ordinances. Attached you will find a "Request for Proposals" (RFP) which identifies the services to be undertaken. Contractors mailing proposal packages should allow delivery time to ensure timely receipt of their proposal. The responsibility for getting the proposal to the Pamlico County Manager's Office on or before the specified time and date is solely and strictly the responsibility of the proposing contractor. The County will in no way be responsible for delays caused by any occurrence.
