The proposed contract is funded by the Forest Investment Program (FIP). It consists of supervising reforestation activities and silviculture surveys on the Boulder Creek Fire in the Upper Lillooet area within the Sea to Sky Natural Resource District. Contract activities include: Implementation of a fill plant comprising approximately 60 hectares (ha) planned for fall 2023; Preparing tree planting maps for the implementation of the fill plant (contract PL24LMN216); Silviculture surveys (assessing growth, stocking, monitoring brush, scheduling next survey) on approximately 230ha; Potential layout for areas to be planted in future years as identified as not sufficiently restocked during fall field surveys; Preparing maps for completing surveys and compilations for RESULTS submission; Submission of office deliverables including pay certifications, maps, survey compilations; and RESULTS reporting for tree planting and surveys activities. Tree planting contract supervision and planting quality inspection for 49,080 trees (~60ha) is expected occur between September 15th and October 15th. Exact start date for planting implementation is dependent on precipitation and soil moisture recharge. Any activities associated with the tree planting fill plant this fall will be cancelled should the drought worsen and there is insufficient fall precipitation to support tree establishment and growth. The Boulder Creek Fire is approximately a 1-to-1.5-hour drive from Pemberton. Access to sites are a combination of road (truck 4x4 and ATV) and helicopter access. Helicopter access is due to the Meager Creek slide. Use of helicopter is required for approximately 20 ha of the 2023 fill plant and 60 ha of 2023 silviculture surveys. During high landslide risk periods, or for wildlife closure, the gate on the Lillooet Creek FSR may be locked; a gate key will be provided only if safe access is available. The fall 2023 tree planting contract (PL24LMN216) includes road brushing and danger tree assessing/falling and therefore should improve access for surveyors. Subject to satisfactory performance and funding, this contract has an option to renew which consists of silviculture surveys on the Boulder Creek fire for 2024 and 2025. The estimated contract period will be 6 month(s).
