Renovation of a mixed-use development in Columbia, South Carolina. Working plans call for the renovation of a two-story above grade, 78-unit residential development; and 2,000-square-foot, one-story above grade clubhouse / community center.
*As of August 17, 2023, this project is in the budgeting phase. A timeline for bidding for the construction work has not been determined yet. Description of Work for the renovation of Hammond Village An existing property owned by the Columbia Housing Authority is proposed to be renovated and is located at 917 Marlboro St in Columbia, South Carolina and consists of 78 units in 28 one and two story townhouse type buildings. The units are in 1 Bedroom, 2 Bedroom and 3 Bedroom configurations in 4 different building types. Renovations proposed include an existing 1 story Community Building with partially exposed basement. The site provides off street parking which is adequate for the number of units. Existing sidewalks to the units from the parking areas are in acceptable condition and are lit by site pole lighting provided by Dominion Energy. An updated outdoor security system is proposed with the main station in the Leasing Office located in the Community Building. Renovations to the unit(s) interior consist of new kitchen cabinets with granite countertops and new appliances in the same configuration except to provide a stackable washer/dryer and to provide ADA compliant units where possible. New closets in the renovation of an existing closet will contain a new stacked washer dryer. The dryer will exhaust to the exterior and be electric. All appliances will be Energy Star rated. Kitchen cabinets will meet HUD Standards. Bathroom fixtures will be replaced, including faucets and vanities. Existing tubs will be replaced with showers. Bathroom accessories will be replaced. Existing floor finishes will be replaced with vinyl plank flooring and painting and patching of drywall will be done throughout. Where needed new trim and new doors will replace existing trim and doors. New door hardware will be installed throughout. HVAC systems in general will be replaced with updated in-kind equipment unless they are less than 5 years old. Electrical will be upgraded as needed with the new HVAC, new appliances and wall reconfigurations. Exterior renovations included new entry screen doors and new exterior door hardware, replacing windows and the surrounding plywood panels with fiber cement, flashing and trim. An Add Alternate for recladding the columns in fiber cement has been included in the documents. Renovation of Community Building An approximately 2000 square feet 1 1/2 story existing community building will be renovated with changes to the office spaces to accommodate storage, leasing and activities management. New casework is included in the scope of work to add shelving, closets and base cabinets with solid surface counter tops. The main community room ceiling with atrium will be reconfigured to provide a single level ceiling in new acoustical tile and new lighting. New interiors doors will be installed at the new closets. New interior hardware to be included throughout. Exterior renovations consist of cleaning the exterior block and replacing tempered glass in the existing windows where plexiglass is in place and where glazing is damaged. We are planning to work in phases of 8-10 units at a time with a duration of 8-10 weeks per phase. Mosely Architects has provided 85% progress drawings and specifications. Clarifications to Instructions to Bidding: "The Davis-Bacon Wage Determinations", January 8th, 2016 will be a requirement and are included in the Project Manual Section 3 is a provision of the Housing and Urban Development Act of 1968 and shall be a requirement for project participation. Participation of smaller minority, women, disadvantaged, veteran, and Section 3 Businesses is encouraged. Please state any enterprises your company complies with. Radon Testing - Completed Asbestos Survey - Testing has been done in (5) units at each of the properties, total of (10) units. We need to include asbestos surveys for the remainder of the units. ALTA Survey - by others Mock-ups shall be required - review specifications for the specifics On-Site Work Hours - normal business working hours 7 a.m. to 5 p.m., Monday through Friday
