This is a service / maintenance or supply contract in Ocean City, Maryland. Contact the soliciting agency for additional information.

SCOPE: Vendor will spray all of the Town's one-hundred eight (108) miles of street curbs, one (1) gravel parking lot known as 100 th Street Parking Lot with pre- and post-emergent herbicides, and (1) yard known as Keyser Yard with pre- and post- emergent herbicide to be completed one (1) time starting in Spring 2024 ("Services"). Approximately .5 miles (Peachtree RD) of the town's 108 miles of street curbs must be sprayed with a non-selective, post-emergent organic herbicide. All other 107.5 miles shall be sprayed with a non-organic herbicide which is tolerable/legal for potential run-off into aquatic areas. This entire paragraph is specific to the "Base Bid". When submitting your bid, you must also provide literature identifying the specific products (both organic and non-organic) you intend to use. See Attachment A. 100th Street Parking Lot measuring approximately 54,221 square feet Services performed within and along the fenced-in portion of the lot for oversized vehicle and trailer parking. See Attachment B. Keyser Yard, 10104 Keyser Point Road, Ocean City, MD measuring approximately 237,846 square feet. Services performed along the perimeter of the location. See Attachment C. The Town may have interest in performing a "Pilot Case Study" that is associated with the Montego Bay Subdivision ONLY. This subdivision spans from approximately 130 th Street bayside (South Ocean Drive) north to approximately 136 th Street bayside, comprising of a total of 8 miles of roadway curbing. This entire paragraph is specific to the "Add Alternate# 2" of the bid. Vendors must be Certified Pesticide Businesses in the State of Maryland to be considered for award of Services. A copy of the certification must accompany the submitted solicitation. Vendor's Applicators must be Certified Pesticide Applicators in the State of Maryland to be considered for award of Services. A copy of the certification must accompany the submitted solicitation. Successful Vendor will notify the Town seventy-two (72) hours prior to application. Services must be verified by the Town. Addendum: Close of business on Thursday, September 7, 2023 Question Deadline 09/04/2023 at 3:00 PM ET. Minority vendor are encouraged to participate. Email or faxed Proposal Documents will not be accepted. Unless otherwise specified, the Contract will be awarded to the highest scoring RESPONSIBLE and RESPONSIVE Vendor complying with the provisions of the Proposal documents, provided the Proposal is reasonable and it is in the best interest of the Town to accept it. The Town reserves the right to reject the Proposal Documents of any Vendor who has previously failed to perform properly in any way or complete on time contracts of a similar nature; or a Proposal Document from a Vendor who, investigation shows, is not in a position to perform the Contract; or Proposal Documents from any person, Vendor, or corporation which is in arrears or in default to the Town for any debt or contract. Completed Proposal documents from Vendor debarred from doing business with the State of Maryland or the Federal Government will not be accepted. Conditional or qualified Proposals will not be accepted. In determining a Vendor's RESPONSIBILITY, the Town may consider the following qualifications to determine best value: Ability, capacity, and skill to provide the commodities or services required within the specified time, including future maintenance and service, and including current financial statement or other evidence of pecuniary resources and necessary facilities. Character, integrity, reputation, experience and efficiency. A minimum of Three (3) years providing the goods/services described in this Proposal Document under the Vendor name that is submitting a Completed Proposal Document, with references to validate this requirement. Quality of past performance on previous or existing contracts, including a list of current and past contracts and other evidence of performance ability. Previous and existing compliance with laws and ordinances relating to contracts with the Town and to the Vendor's employment practices. Evidence of adequate insurance to comply with Contract terms and conditions. Statement of current work load and capacity to perform/provide the Goods and/or Services. Explanation of methods to be used in fulfilling the Contract The Vendor, if requested, will be prepared to supply evidence of its qualifications, listed above, and its capacity to provide/perform the Goods and/or Services; such evidence to be supplied within a specified time and to the satisfaction of the Town. In determining a Vendor's RESPONSIVENESS, the Town will consider whether the Proposal Document conforms in all material respects to the Proposal documents. The Town reserves the right to waive any irregularities that may be in its best interest to do so. The Town will have the right to reject any and all Proposal documents, where applicable to accept in whole or in part, to add or delete quantities, to waive any informalities or irregularities in the Bid Document received, to reject a Bid Document not accompanied by required Proposal security or other data required by the Proposal documents, and to accept or reject any Bid Document which deviates from specifications when in the best interest of the Town. Irrespective of any of the foregoing, the Town will have the right to award the Contract in its own best interests. Vendor hereby agrees to commence Work under the Contract on or before a date to be specified in the Notice to Proceed and to fully complete the Work within 300 calendar days of Notice to Proceed. The expected term of the contract will be from March 01, 2024 through July 30, 2027 ("Contract Period"). Any extension of the contract has a possibility to extend March 01, 2028 with a term of (2) 1-year terms through July 30, 2030. Pricing will not change during the Contract Period. The Town reserves the right to extend the Contract Period for two additional one-year terms. This solicitation is being issued by the Town's Procurement Department which is the only office authorized to change, modify, clarify, etc., the provisions of this solicitation and to award any contract(s) resulting from the solicitation. Vendor's who have unauthorized contact about this solicitation with employees or officials of the Town or anyone having decision making authority regarding this solicitation will result in disqualification from consideration under this procurement process.
