A consultant will be solicited to perform the following services for the Town at the direction of the Department of Planning & Community Development. The project area shall be limited to the area depicted on Exhibit A unless otherwise noted. Work shall be done with the assistance of other Town departments and Harford County. This contract proposes to provide engineering and construction administration services to improve the area of Burns Alley between and including Pennsylvania Avenue and Courtland Street. These improvements include special pavers and concrete curbs, decorative lighting, landscape, a performance stage, and parking. Improvements also include necessary infrastructure such as removal of existing gas pumps, relocation of refuse/recycling enclosure, establishment of EV charging stations, installation of electric for lighting and event support, signage, and storm water management. The existing conditions are reflected in Exhibit A, a Topographic Survey of the project area. The proposed improvements are shown graphically on Exhibit B Concept Plan recently completed. It is the intent of this RFP to solicit sealed proposals from qualified business entities to enter into a contractual agreement with The Town of Bel Air (Town) through competitive negotiation via the Request for Proposal process for the provision of engineering plans and specifications for Improvements to Burns Alley. The TOWN'S Contract/Project Manager is Mr. Kevin Small, Director of Planning & Community Development, Town of Bel Air. Price will not be the sole determinant for the award. Competitive Sealed Proposals (RFP) will be evaluated based upon criteria formulated around best value which may include among other criteria: price, quality, qualifications, performance and experience. John R. Miller, CPPO, Procurement Officer, will administer the solicitation process and will be the point of contact for purposes of this Request for Proposal. Question: All questions and inquiries should be emailed to jmiller@belairmd.org. All questions must be submitted via email and must be received no later than September 6, 2023, at 12:00 noon local time. Responses (if required) to questions relevant to the RFP will be answered in the form of an Addendum. Responses will not be made via telephone, faxed or mailed inquires. This will be a two-step solicitation process consisting of Technical Proposals and Price Proposals. One (1) original (duly marked) and three (3) copies of the Technical Proposal, and four (4) original hard copies of the Cost/Price proposal shall be delivered to the address below. See Section 6 for additional information. Technical and Price Proposals shall be delivered in sealed envelopes properly labeled with the Proposal Number, Title and the offerors name and address on the outside. A flash drive PDF electronic version must also be provided of both the Technical and Cost/Price Proposals properly identified. Town of Bel Air 39 N. Miller, CPPO Procurement Officer Proposals, including price, must remain valid for a period of not less than ninety (90) calendar days to allow for evaluation, Commissioner approval and Contract execution. Town of Bel Air reserves the right to accept or reject any or all proposals, waive informalities and select the most favorable proposal that will serve its best interest. The Town may negotiate best and final offers with selected short-listed Proposers based upon proposal scoring outcomes. Addendum Issued (if applicable) September 11, 2023 If the Contractor fails to fulfill its obligations under this contract properly and on time, or otherwise violates any provision of the contract, the Town may terminate the contract for cause by written notice to the Contractor. The Town may also cancel this contract for convenience with thirty (30) days notification. Award will be made to one Proposer/Contractor unless otherwise indicated in this proposal. August/September 2023 - Bid solicitation and pre-proposal meeting September/October 2023 - Bid Award, Notice to Proceed and Kick-off meeting November thru February 2024 - Design development March thru May 2024 - Construction documents June 2024 - Permit acquisition, bidding, and construction November 2024 - complete construction of Phase I The TOWN reserves the right to solicit proof or evidence of the proposer's qualifications to perform the requirements contained within the scope of work. The TOWN also reserves the right to not award to a vendor who does not meet the qualifications to satisfy the requirements of this contract. The method of Contractor Selection has not been Determined at this time.
