Site work and paving for a road / highway in Davenport, Iowa. Completed plans call for site work for a road / highway.
The proposed work includes all labor, materials, tools, supplies, utility and transportation services, equipment and all incidentals necessary for the Bid Traffic Signalization | One-Way to Two-Way Conversion (3rd St & 4 th St, Marquette St to River Drive). Working Days -The Contractor shall complete all work, including final cleanup and removal of all equipment by 60 calendar days after two-way traffic is allowed on 3rd and 4 th streets. Liquidated Damages - Liquidated damages shall be $500 per day The City reserves the right to reject any or all bids and to waive technicalities and irregularities, if it is deemed in the public interest to do so. Potential prime contractors are encouraged to contact DBE sub-contractors. For a listing of certified DBE contractors, visit the State of Iowa's website Prices in bid should be free of all sales taxes. Pursuant to Iowa Code sections 422.42 (15) & (16), the awarded contractor will be issued a tax exemption certificate to purchase construction materials (within the state of Iowa) that will be incorporated into real property for this project tax free. For all bids over $100,000, the City of Davenport requires a Bid Bond of 5% of the bid amount. A copy of the front page of the bid bond must be attached in the Response Attachments tab of thebid package. Bids over $100,000, submitted without a bid bond will not be considered. For awarded bids over $100,000, the awarded contractor will be required to furnish a Performance Bond in an amount equal to one hundred percent (100%) of the Contract amount, and said bond to be issued by a responsible surety approved by the City and shall guarantee the faithful performance of the Contract and the terms and conditions therein contained. This project is located along W 3rd Street, E 3rd Street, W 4th Street and E 4th Street, from Marquette Street to River Drive. The proposed improvements include, but are not limited to, the furnishing of all labor equipment and material for traffic signal modifications for the one-way to two-way conversion of 3rd and 4th Streets. This includes the removal of traffic signals at eight (8) intersections, new traffic signals installed at two (2) previously un-signalized intersections, and traffic signal modifications at twelve (12) other intersections. The scope of work is divided into Division 1 and Division 2. Division 1 is all traffic signalization work at intersections on W 3rd Street and E 3rd Street. Division 2 work is all traffic signalization work at intersections on W 4th Street and E 4th Street. There is a separate contract for HMA resurfacing with milling which includes pavement rehabilitation and sidewalk construction on W 3 rd & 4th Streets, from Harrison Street to Telegraph Road. This separate contract also includes pavement markings and signing changes on 3rd & 4th Streets from Marquette Street to River Drive which are required for the one-way to two-way conversion. The contractor for the signalization work shall work closely with the contractor for the HMA resurfacing so that the conversion from one-way to two-way is a coordinated effort. The HMA resurfacing and milling of W 3rd Street is expected to occur in 2024 and possibly 2025. The HMA resurfacing of W 4th Street is expected to occur in 2025 and possibly 2026. The contract for traffic signalization is being prepared earlier so that equipment can be ordered and pre-conversion work can be completed. Staging notes detailing work to be completed prior to the conversion form one-way to two-way is included on each traffic signal plan sheet.
