Renovation of a water / sewer project in Victorville, California. Completed plans call for the renovation of a water / sewer project.
As of November 22, 2023, the project has been awarded, however, a timeline for construction has not been confirmed. SCOPE OF WORK: Contractor shall provide all supervision, labor, equipment, materials, transportation, and all appurtenances necessary to complete the Project that includes in its entirety the renovation of the Lakeview Lift Station as outlined in the project construction plans and technical specifications. Work includes but is not limited to upgrading the existing sewer lift station to selective site demolition, hauling, off-site legal disposal, erosion control, sewer bypass, ongoing project odor control, pump, piping, and electrical equipment installation, start-up and commissioning, traffic control and all other work as indicated on the construction drawings and as specified herein and as necessary to complete the project in its entirety. All bidders must register with the ePro system prior to the date and time to receive sealed bids or they will be disqualified. Late or incomplete bids will be considered nonresponsive. A "complete" bid is defined as a bidder's submittal that includes all bid documents (i.e., the bid / proposal, bidder's security in a separately sealed envelope, and any other bid documents required for the project). BIDS SUBMITTED BY FIRMS NOT ATTENDING THE MANDATORY PRE-BID MEETING WILL BE REJECTED AS NONRESPONSIVE. Each bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following classification of contractor's license, for the work bid upon, and must maintain the license throughout the duration of the contract: California Class "A" Contractor's License. In order to be deemed responsive, the bidder must list, in the bid forms, at least three (3) projects of similar size and scope that it has completed over the last five years. A copy of these rates shall be posted by the successful bidder at the job site. Bids must be accompanied by cash, a certified or cashier's check, or bidder's bond executed by an admitted surety insurer, made payable to the District in an amount not less than ten percent (10%) of the submitted total bid price given as a guarantee that the bidder will enter into a contract. The successful bidder will be required to furnish the District with a Performance Bond and a Payment Bond, each equal to 100% of the successful bid, prior to execution of the contract. All bonds are to be secured from a surety that meets all of the State of California bonding requirements, as defined in Code of Civil Procedure Section 995.120 and is admitted by the State of California. Pursuant to Public Contract Code Section 22300, the successful bidder may substitute certain securities for funds withheld by the District to ensure its performance under the Contract. The District shall award the Contract for the Project to the lowest responsible bidder as determined from the base bid by the District. The District reserves the right to reject any or all bids, to waive technical errors, discrepancies or informalities of a bid not affected by law, if to do so seems to best serve the public interest. The work to be performed under this Contract shall consist of furnishing all tools, equipment, materials, supplies, and manufactured articles and furnishing all labor, transportation and services, including fuel, power, water, and essential communications, and performing all work, or other operations required for the fulfillment of the Contract in strict accordance with the Contract Documents. The work shall be complete, and all work, materials, and services not expressly indicated or called for in the Contract Documents which may be necessary for the complete and proper construction of the work in good faith shall be provided by the Contractor as though originally so indicated, at no increase in cost to the District. The work generally includes, but is not limited to, furnishing all products, labor, equipment, material, transportation, and incidental services to construct the following: 1. Upgrade the existing sewer lift station including, but not limited to selective site demolition, hauling, off-site legal disposal, erosion control, coordination, assistance, collaboration and appurtenances necessary for the Contractor to establish the temporary sewer bypass, pumps, piping, and electrical equipment installation, start-up and commissioning, traffic control and all other work as indicated on the construction drawings and as specified herein and as necessary to complete the project in its entirety. 2. Groundwater may be encountered in excavations. The cost of dewatering, water control and legal disposal, permitting, treatment, additional shoring, and all other related work, will be paid for at the unit price as shown in the bid items. 3. All excavations may encounter varying soil and excavation conditions. All types of condition including rock removal and shoring due to unstable slopes, will be considered as part of the various items of work and no further compensation shall be made.
