This is just a Request for Information for market research purposes, not a Request for Quotation/Proposal. This market survey is for the purpose of determining the availability of qualified companies technically capable of meeting the Government requirement for the services to provide construction and alteration work for the security perimeter fencing including entrance and exit gates, replacement of gate operators, and upgrades of the USMS guard booth and access control pedestals. All construction methods shall meet the requirements of the USMS Publication 64, Volumes I, II and III, and shall be in-compliance with applicable local, state, and federal laws, ordinances, regulations, and other requirements including building codes. The Contractor shall furnish all supervision, labor, equipment, tools, materials, and incidental items to provide a complete, finished, fully functional end-product, service as described herein and in accordance with contract specifications. This notice is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. Contractor shall provide all materials, labor, tools, equipment and supervision to provide the replace the gate operators and refurbish the existing fencing and guard booth with upgrades. This project will involve demolition of the existing chain drive gate operators (2), selective demolition of concrete pavement and existing infrastructure. Replace damaged/bent fence panels (20) with new panels that match existing panels. Replace the existing access pedestals including security access devices. Clean and paint the existing guard booth and perform additional upgrades to the guard booth. The work performed shall be performed to a level that meets or exceeds GSA requirements and industry standards and practices. Work not meeting these requirements shall be corrected at no addition cost to the Government. The Government will make site visits to observe work in progress. These site visits may be unannounced. All materials and equipment utilized in performance of the work must meet the requirements of the Facilities Standards for the Public Buildings Service, PBS P-100 and other applicable codes and standards. Compliance with the 2019 Edition of NFPA 72 is required. The Contractor shall request a final inspection in writing. Provide three (5) working days advanced notice to the Contracting Officer Representative. The Contractor shall assist the Government in conducting a final inspection and preparing a punch-list documenting remaining work. The Project work shall be considered substantially complete when the COR accept completed construction. Interested companies are required to identify their type of business, applicable North American Industry Classification System (NAICS) Code (238190), and size standards in accordance with the Small Business Administration. The government requests that no proprietary or confidential business data be submitted in a response to this notice. However, responses that indicate the information therein is proprietary will be properly safeguarded for Government use only. Capability statements must include the name and telephone number of a point of contact having authority and knowledge to discuss responses with Government representatives.
