Project Description 1.1. Purpose 1.1.1. The purpose of this project is to construct a security fence around the Main Ramp perimeter for the new FMS mission that is expected to arrive at Ebbing Air National Guard Base (EANGB) (Fort Smith Municipal Airport (FSMA)) in August of Fiscal Year 2024. 1.2. Location of Work 1.2.1. Main Ramp at EANGB (FSMA), Arkansas 1.3. Services are required to perform construction to build a fence around the Main Ramp area, shown in Attachment A - Security Fencing Concept of Operations, as described herein. 1.4. Within this document, the following shall be consistent: 1.4.1. When "the Government" is mentioned, it is a representation of the Project Manager (PM), the Contracting Officer (CO), and the Contracting Officer Representative (COR). 1.4.2. When "the Contractor" is mentioned, it is a representation of the prime contractor, all sub-contractors, and all other parties working with or for the prime contractor. 2. Scope of Work 2.1. The Contractor shall furnish all surveys, design drawings, materials, labor, tools, equipment, transportation, supervision, and all other incidentals necessary to complete the work outlined in this Statement of Work (SOW) to construct a security fence around the perimeter of the Main Ramp area. 2.2. This project is a design-build contract. The Contractor shall be responsible for a complete 100% design, and corresponding construction to provide a complete and functional facility. The design shall be submitted for CO approval before any construction begins
