The State Shall Incur No Obligation to the Contractor Until the Contract Between Owner and Contractor is Fully Executed. Facility Planning and Control is a Participant in the Small Entrepreneurship (Se) Program (the Hudson Initiative) and the Veteranowned and Serviceconnected Disabled Veteran-owned (Lavet) Small Entrepreneurships Program.
