The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 % of the contract award value. There is a minimum award fee of $100.00 and a maximum of $5,000.00. Bidders must confirm the fees associated with bidding through Electronically and the successful bidder is responsible for the fees associated with the awarded bid. Bids must be made on the forms furnished by the Borough and must be accompanied by a certified check or bid bond issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid, made payable to the Borough of Morton and shall be valid and binding for a sixty (60) day period after the date of the opening of the bids. Award of Contract, if a Contract is awarded, will be to the lowest responsible Bidder. The Borough Reserves the Unqualified Right to Waive Any Formalities, Any Informality, and Technical Defects in Bids Received and/or to Reject Any and All Bids or Portions Thereof, as It May Deem in the Best Interest of the Borough. In analyzing the bids and awarding the Contract, the Borough may take into consideration any of the alternates in any combination as shown on the official Bid Sheet.
