Renovation of a military facility in Nellis AFB, Nevada. Completed plans call for the renovation of a military facility.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. The solicitation number is F3GEBC3135AW01. This solicitation is issued as a Request for Quote (RFQ). A Firm Fixed Price type contract will be awarded. 2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04, effective 2 June 2023 3. This combined synopsis/solicitation is being issued as Small Business set-aside, and the associated NAICS code is 238210, Small Business Size Standard $19.0M. 4. Offeror's shall provide a completed Price List (see "Attachment 2 - Price List"). 5. Contractor shall provide a Structured Cabling Solution for Bldg 98, Nellis AFB Nevada and must be identical to the currently installed row structured wiring. Infrastructure Installation in accordance with the attached concept drawing and SOW. PLEASE SEE "ATTACHMENT 1 - Structured Wiring SOW" FOR MORE INFORMATION. 6. Delivery Schedule: No later than 30 Sept 2023 Delivery Location: Nellis AFB, NV FOB Point: Destination 7. SITE VISIT. An site visit will be conducted at Nellis AFB, building 98 at 09:30 AM, PDT on Friday, 18 August 2023. Nellis AFB is not an open base. Therefore, you must have a Base Pass to enter on to Nellis AFB. To obtain a Nellis AFB Base Pass, please complete the attached Base Pass Request Form (Attachment 3) and return to Lt Mason Nutter via email at mason.nutter.1@us.af.mil no later than Tuesday, 15 August 2023 at 13:00 PDT. Nellis AFB Security Forces personnel will run a background check on each individual requesting Base Passes. Therefore, depending on the results of their background check, individuals may be denied access to the installation. Security Forces personnel will not disclose the reason for denial of base pass request. Individuals may pick up their bases passes at the Nellis AFB Visitor Control Center (VCC) at the Nellis AFB Main Gate (Las Vegas Blvd and Craig Rd). The VCC is extremely busy so plan to pick up base passes well in advance of the actual site visit start time. When picking up passes from the VCC, individuals must have proper identification. If individuals will be driving on the installation, proof of vehicle insurance and or the rental car agreement must be presented when picking up their pass. As of May 18, 2021, per AFMAN 31-101V3, Nellis AFB is enforcing the REAL ID Act. Only valid and current driver's license or state IDs compliant with the Real ID Act of 2005 will be honored unless there is another form of ID used with the noncompliant ID. ID that meets this requirement can be found at https://www.nellis.af.mil/Resources/Base-Entry/ as well as additional second ID requirements if not using a Real ID. Questions that may arise from the Site Visit, shall be asked, in writing, and sent no later than Monday, 21 August 2023 at 13:00 PDT. An offeror determined to have an unsatisfactory performance record will be determined non-responsible, therefore, the offeror will not be eligible for contract award. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance. The Government has a right to retrieve additional past performance information through the Government's past performance databases, Federal Awardee Performance Integrity Information System (FAPIIS) and Past Performance Information Retrieval System (PPIRS). Any active exclusions will deem the contractor non-responsible, therefore, the offeror will not be eligible for contract award. 52.212-2, Evaluation - Commercial Items (NOV 2021) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Factor 1 - Technical Factor 2 - Price All proposals will be graded Acceptable or Unacceptable by (1) Technical based on an Acceptable or Unacceptable rating; (2) Price, in order of their price rankings, lowest to highest. Evaluations will cease once an (1) Acceptable technical evaluation and (2) lowest priced selected. Factor 1 - Technical. To be determined technically acceptable the contractor shall provide an offer that clearly meets the requirements of the Solicitation and the Statement of Work. Technical Acceptable/Unacceptable Ratings: Rating Description Acceptable The proposal clearly demonstrates a thorough understanding of the requirements and describes an approach to demonstrating how the tasks will be accomplished in accordance with the outlined services summary table in the Statement of Work. Provide all required equipment and complete work in accordance with all specifications within the Statement of Work. Unacceptable The proposal does not demonstrate an understanding of the requirement. A demonstration of how the tasks will be accomplished is not clearly defined. Factor 2 - Price. The Government shall conduct a price evaluation of offers receiving (1) an Acceptable Technical Rating. The Government will utilize an Abstract of Offers by arranging offers from lowest price to highest price. The Government will evaluate an offer by total price for CLIN 0001, 53 CSS Bldg 98 row structured wiring. The lowest priced offer receiving (1) an Acceptable Technical Rating will be awarded the service contract. If only one offer is received, the Government may use various price analysis techniques and procedures to ensure a fair, reasonable, and realistic price. It is expected that the competitive nature of this acquisition will drive price reasonableness and fairness. Contract may be awarded to the offeror who is deemed responsible in accordance with FAR Part 9.1, whose offer conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by this RFP) and is judged, based on the evaluation. The Government intends to evaluate proposals and award one (1) contract without discussions with offerors. Therefore, the offeror's initial proposal shall contain the offeror's best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid , is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (End of clause) AFFARS 5352.201-9101, Ombudsman (Oct 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. (End of clause) 5352.223-5352.242-9000, Contractor Access to Air Force Installations (Oct 2019) (a) The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation. (b) The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver's license, (additional supporting documentation is required when driver's licenses from Utah, New Mexico, or Washington is provided such as Passport, original Birth Certificate with raised seal, or original Social Security Card), current vehicle registration, valid vehicle insurance certificate, and for non-US citizens, documentation demonstrating legitimate ability/status to be in the United States to obtain a vehicle pass. (c) During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials and vehicle passes for any employee who no longer requires access to the work site. (d) When work under this contract requires unescorted entry to controlled or restricted areas, the contractor shall be briefed on the requirements of AFI 31-101, Integrated Defense, and AFI 31-501, Personnel Security Program Management. Compliance with the requirement of these AFIs is mandatory for access. (e) Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office. (f) Failure to comply with these requirements may result in withholding of final payment.
