The Metropolitan Transportation Commision (MTC) invites firms on the 2021 Transportation Engineering and Planning Services (2021 TEP Bench) under Service Category A: Freeway Operations, Data Analytics and Performance Assessments and the BATA Construction Management, Design Services, and Asset Management Bench (2021 CM DS AM Bench) under Service Category B. Design Services, to assist MTC with the ALA/CC I-80 HOV Lane Access Restrictions and HOV Hours of Operation Project (Project). The selected firm shall provide professional engineering services for the following projects: Project A: Alameda (ALA)/Contra Costa (CC) I-80 HOV Access Restrictions o Determine segments limits for restricted and open access to HOV lane between the San Francisco-Oakland Bay Bridge (SFOBB) and Carquinez Bridge Toll Plazas based on safety and operational considerations, and traffic analysis o Prepare Project Initiation Document (PID), Project Approval/ Environmental Document (PA/ED), and Plans, Specifications and Estimates (PS&E) o Provide Design Support During Construction (DSDC) during implementation of Project A Project B: Alameda (ALA)/Contra Costa (CC) I-80 HOV Hours of Operation o Conduct traffic and revenue analysis, complete environmental clearance, prepare PS&E, and support approval process and public outreach for extending HOV hours of operation extension to everyday between 5:00 AM - 8:00 PM, along eastbound and westbound I-80 between the SFOBB and Carquinez Bridge, and at SFOBB Toll Plaza, Carquinez Bridge Toll Plaza, and SFOBB approaches (including I-580, I-880, and West Grand Avenue)
