Toronto District School Board (the "Board" or "TDSB") is a public English school board operating in the City of Toronto, in the Province of Ontario. It is the largest school board in Canada and the fourth largest in North America. TDSB operates approximately 584 schools and provides educational services to approximately 246,000 students each year and employs approximately 40,000 employees. The workforce is largely unionized, with the majority of employees belonging to numerous bargaining units Toronto District School Board (TDSB) is requesting fee quotations from contractors specialized in High Voltage maintenance work to provide servicing and testing of TDSB owned substations and associated equipment as part of the Substation Preventative Maintenance Program. The contractor will be responsible for proposing the date and time with Toronto Hydro for the power shutdown and inform the Maintenance Team Leader of when the work will be done. The MTL will then confirm the date with the contractor. If the power shutdowns cannot be scheduled during the regular weekday dayshift, the contractor is to make an allowance and provide for the shift premiums and overtime associated with evening and weekend work. A complete power outage will be required in order to perform the substation maintenance work. The contractor shall make all hydro isolation arrangements with the appropriate utility. Once a schedule is confirmed for an upcoming week, the Contractor shall email the Maintenance Team Leader with the details of the schedule, (example below). This is to confirm and provide a schedule for the upcoming weeks' worth of power outages. Should an emergency situation develop, the Contractor must inform the Maintenance Team Leader. This is to confirm the locations that power will be interrupted on that day. The contractor, immediately upon inspection/service is to notify the Maintenance Team Leader of any deficiencies as well as provide them with 2 copies of the ESA inspection report in addition to the report that is to be filed with the Electrical Safety Authority. The team leader will be responsible for maintaining one copy centrally (in each region) and return one copy to the location to be inserted in the ESA Inspection Binder at that site. Any additional work over and above the specified preventative maintenance service that is required shall be quoted to the Maintenance Team Leader. All work performed by the contractor shall be inspected by the Electrical Safety Authority. All contractors and sub-contractors working for the Board, including high voltage - sub-station work must have the appropriate CSA Z462-08 training, clothing and equipment. The contractor shall include ESA inspection fees and hydro isolation charges in the RFP price. The names and locations of the facilities are listed in the "Price Table" for 2023 and 2027. The Board reserves the right at the sole discretion of the Board to award the contract to as many bidders as deemed necessary. The Board reserves the right at the sole discretion of the Board to award a contract for each year's preventative maintenance requirements to the same bidder or separate bidders as deemed necessary. Term: Successful Bidder(s) will be required to enter into a contract with firm pricing which will be effective for a Two(2) year period from the date the contract is signed. The TDSB reserves the right, at the sole discretion of the TDSB (Board), to exercise an option to extend for Four (4) additional one (1) year periods at pricing agreed to by both parties. The successful Bid(s) will require approval by the TDSB Board prior to contract award. The terms and conditions of the extension option(s) would remain the same as the initial contract, and at the sole discretion of TDSB, there may be an opportunity to review the fee for an option period. Price increases shall not exceed the percentage passed on by the manufacturer/governing body, and will be applicable only to the percentage of true raw material costs.
