The Bedford VA Medical Center located at 200 Springs Road in Bedford, MA has a requirement for a Firm Fixed Price contract to provide professional Architect/Engineer (A/E) Design for Project Number 518-23-103 - A/E Transformer and Panelboards replacement. The objective of this scope of work is to provide all professional architectural and engineering (A/E) services necessary to develop complete construction drawings, specifications, cost estimates, project phasings, site visits and construction period administration associated with transformer and switch gear replacement and installation. Design shall meet all requirements outlined in VHA Directive 1028. This notice is posted supplemental to 36C24123R0169. SCOPE: The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project. Please see the attached SOW for details on the required work. The period of performance (type A and B services) is 165 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The period of performance of Type C will be added as an option and will be exercised after Type A/Type B services and is expected to last through the resultant construction contract. The project is subject to design within limitation, reflecting on the projected construction cost of between $1,000,000 and $5,000,000. Qualifications (Adjectival Evaluation Factors): Demonstrate past design experience in installation of transformers, secondary electrical distribution components (panels, panelboards, switchgears etc.) and emergency generators. Demonstrate past designs met requirements per local, state and federal rules and regulation. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules Competency of staff in disciplines (engineering projects, minimum of 3 small/medium [< 1M+/- construction budget] experience in last 10 years) Capacity to accomplish the work in the required time. Experience in construction period services to include professional field inspections during the construction period, review of construction submittals, support in answering requests for information during the construction period, and support of construction contract changes to include drafting statements of work, and cost estimates. Location of interested firm, to be used a tie-breaker in the event of equal qualifications/experienced as detailed above.
