The following are the Scope of Service and tasks to be completed by the Consultant. It is not the intent of the City to outline a rigid scope of tasks as part of this RFP. The Consultant is encouraged to develop a comprehensive approach with City staff throughout the project that includes step-by step interim deliverables. That being stated, the minimum scope of services is provided to help further define the City's expectations and goals for this project. The three main deliverables of this project are an updated storm sewer infrastructure GIS database, condition assessment of 34 storm sewer mains and development of a long-term storm sewer infrastructure maintenance plan. Unless otherwise noted, storm sewer infrastructure refers to all publicly-owned inlets, pipes, manholes and outlets/outfalls. A limited number of privately-owned infrastructure may need to be included if they are found to be the City's maintenance responsibility. Proposals received after 4:00 PM on the due date will not be accepted or considered. All supporting materials and documentation must be included with the proposal. The responsibility of timely delivery lies solely with the proposer. Faxed and e-mailed proposals are not acceptable. The City of Lorain shall not be responsible for proposals delivered to a person or location other than that specified herein. All submittals, whether selected or rejected, shall become the property of City of Lorain, and will not be returned. Information provided by other than the above contact may be invalid and proposals which are submitted in accordance with such information may be declared non-responsive. In the event that it becomes necessary to revise any part of this RFP, written addenda will be issued. This project is to be completed and on file with the City within 8 months from the date of authorization. Publish RFP: August 2023 Consultant Selection: September/October 2023 Contract approvals: October 2023 Notice to Proceed: October 2023 Project Kick-off: November 2023 Data review: November - December 2023 Surveys and Condition Assessments: January - March 2024 GIS Data Deliverable: January - March 2024 Cost Estimates and Maintenance Plan: April - June 2024 Final Deliverables: July 2024 Data Support: April - October 2024 Warranty: Six months after data support ends All costs associated with proposal preparation shall be borne by the offeror. All proposals shall remain firm for one hundred twenty (120) days following the closing date for the receipt of proposals. The City reserves the right to waive minor defects and/or irregularities in proposals and shall be the sole judge of the materiality of any such defect or irregularity. The method of Contractor Selection has not been Determined at this time.
