Site work, paving and renovation of a mixed-use development in Goleta, California. Design plans call for the renovation of a playground / park / athletic field; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Per the owner, as of November 7, 2024, a design team has been selected and the project is currently in design. The owner states that if all goes well, they will be for construction in the fall of 2025. Closed solicitation has been included below for reference. ........... Scope of Services The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms for Preparation of Plans, Specifications, Cost Estimates, Engineering and Construction Documents for the Stow Grove Park Master Plan & Renovation Project (CIP 9074). The nine (9) general park improvements include alterations to the existing parking lot located on the western edge of the site, improvements to the existing restroom and installation of a new restroom, refurbishment of the existing maintenance facility with a trash enclosure, renovation of the caretaker cottage with potential opportunities for public use, horseshoe area, picnic areas, park entrances, and redwood grove/walking trails. Parking lot upgrades will address circulation, stormwater drainage and ADA requirements. The existing bathroom will receive exterior and interior enhancements and new ADA access. A new, gender-neutral restroom will be added near the expanded playground. The maintenance facility will be refurbished, to include a safer entrance, new fencing and new trash enclosure. The existing horseshoe area will receive new backboards, curbing/edging, and dirt with possible seating. The four park entrances will welcome improved ADA access, gateway elements and directional signs. In existing picnic areas, damaged elements (tables, BBQs, shade structures, receptacles) will be repaired/replaced, surfaces smoothed, activity spaces created, and ADA access provided. The Redwood Grove will be given new access, fencing, as needed, and native understory. Existing foot-paths will become enhanced, accessible trails. The six (6) play/active improvements include modifications to the existing playground, multi-use field, walking/running paths, volleyball court and the introduction of a new fitness trail loop and nature/play area. The three (3) existing play spaces in the middle of the park will be combined and enhanced to provide an all-abilities playground for ages 2-5 and 5-12. A separate RFP is being conducted to select a playground vendor for this amenity and the selected proposer will be expected to coordinate with the playground vendor for design and installation requirements. Existing trees will be incorporated to celebrate nature within play. On the northern edge, the existing sand volleyball courts will be consolidated into one (1) court with enhancements, and a multi-purpose field will include a perimeter trail with fitness equipment. A walking/running path will stretch the length of the park. A secondary play space will be added on the north/western edge that will include exploratory play elements such as a bouldering course, balance logs, tree fort, etc. The five (5) social/educational improvements include rehabilitation to the Caretaker Cottage (to include a public use for education/social purpose), creation of a family activity area, and introduction of cultural, social, and educational amenities such as a Channel Islands Plaza, entrance junction, and entry promenade. The social/educational elements include improvements to the caretaker cottage, adding a reservable community space serving as an education center. An entry promenade with permeable paving and a small bioswale will be adjacent. At the park's southern tip, there will be an area celebrating the plantings of the Channel Islands with interpretive signage. Finally, the five (5) passive/nature improvements include upgrades to the general use field and native tree grove, and creation of interpretive/bird watching trails, a botanical garden, and a butterfly/pollinator garden. The Nature/Passive Amenities include re-grading the lawn at the south end, adding gopher wire and upgraded irrigation. Throughout the upland wooded area, interpretive signs, misting devices within the redwood trees and seating areas will be added. On the south/western edge of the park there will be a small butterfly/pollinator garden with educational signs and seating area. On the north/western edge, interpretive signs on the region's native flora and fauna will highlight the importance of native plants. The Master Plan includes the addition or expansion of 25 total components/amenities, of which nine (9) are general park improvements, six (6) are play/active amenities, five (5) are social/educational in nature, and five (5) are passive/nature based. The total project cost is estimated to be $8 million - $9 million, inclusive of architectural, geotechnical, and engineering services, permitting, construction management, inspection, construction, and contingency costs. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Other Details The Consultant will prepare Plans, Specifications, and Estimates (PS&E) in accordance with the City of Goleta's Standard Specifications, the State's Standard Specifications, Current California Building Code for Construction, and all applicable State design manuals. Services provided shall include, but not be limited to, the following tasks: Preparation of the PS&E shall include the following items: Technical Studies, as needed (Soils Study is needed) Architectural Design Landscape Architectural Design Design Civil (Parking, Drainage, etc.) City Permitting (Building Division Review) Project Coordination and Construction Support Project Close-out Start/Delivery Date Apirl/May 2024 Online Q&A Yes Q&A Deadline 03/20/2024 4:58 PM (PDT) Any questions regarding this solicitation shall be submitted via PlanetBids prior to Wednesday, March 20, 2024, and answers will be communicated to all known interested contractors prior to Monday, March 25, 2024.
