A timeline for award has not yet been established.** Sealed proposals are requested and will be received by Town of Grottoes for furnishing and installing an advanced wireless water meter reading system The Town of Grottoes reserves the right to reject any and all proposals and to award a contract to a vendor deemed to be in the best interests of the Town. Requests for information and clarification received after this date will not be responded to by the Town. Answers and clarifications shall be shared with all vendors on or before August 23, 2023. The Advanced Wireless Metering Reading solution, issued through this RFP, must meet all the current and future needs within the defined service area. The scope of work involves but is not limited to the provisioning of all the major components of a fixed network system which includes software, hardware, and all necessary training and installation support. For reliability and meter reading integrity, all system components should be of a single brand purchased through a single vendor to provide a turnkey end-to-end offering to the utility with verified compatibility between each component. Available system components furnished will include: o Water Meters o RF-enabled (radio frequency) Endpoints o Network Infrastructure Data Provided Through a Propagation Study (future AMI upgrade) o Network Hosting Software The Prospective Bidder shall prepare and submit as part of the technical proposal a propagation study for reading all meter locations in the system for potential future upgrade. The Proposer may request from the Town an Excel database containing the service addresses for water accounts, along with potential infrastructure locations with approximate latitude and longitude for each property or site. The latitude and longitude are the parcel centroid. Not all services may be on this list and some locations may have multiple meters. The Prospective Bidder shall assume there is at least one meter at each property. Bidders should present their bid in a logical phased approach with Phase 1 not exceeding $230,000.
