Remove all Existing Lighting Fixtures on High Mast Towers at JFK International Airport and Supply and Install New Holophane LED Assemblies, as Specified. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, businesses will be afforded full and fair opportunity to submit bids in response to this invitation and no businesses will be discriminated against on the grounds of race, color, national origin (including limited English proficiency), creed, sex (including sexual orientation and gender identity), age, or disability in consideration for an award. A. Remove and replace the hoist cable system on each of the high mast towers. B. Remove and discard existing winch cable and replace with new manufacturer's supplied components. C. Replace the junction box on the lowering device and replace the interconnecting cables. D. Replace the existing HMAO LED Gen II fixtures (Part Number HMLED2125KA5GANAOP5P5C) with the latest version HMAO LED Gen IV. There are (15) towers total, with (10) fixtures per tower. The latest design shall be functionally equivalent to the current fixtures and system. New fixtures shall have lumen output not less than the current fixtures, ideally equal to the 1000W HID Fixtures originally installed on these towers. E. Remove, discard and replace the complete winch system with three (3) stainless steel cable and hardware. F. Replace Iris Arms and aluminum components in the centering system and spring rod assembly. G. Remove and discard existing arms, brackets, and struts, and replace with new manufacturers supplied components. H. Install new stainless-steel hoisting cable set with all required hardware. I. Remove and discard existing power cord roller assembly, cable sheaves, and hardware and replace with new manufacture supplied components. J. Remove and replace in kind the existing circuit breaker. K. All work shall be performed in strict accordance with the manufacturer's specifications and/or recommendations along with Port Authority JFK rules, regulations and guidelines as directed by the Manager of the Facility. The Contractor shall be required to attend weekly construction coordination phone meetings. L. Contractor shall provide lane closures as directed by the Port Authority, in accordance with Attachment B - Operating & Maintenance Standards 20. M. The Contractor shall consult with Holophane regarding procedures and best practices in performing this work. The Contractor shall use good faith efforts to achieve participation equivalent to twenty percent (20%) of the total Contract price for Port Authority certified MBEs, ten percent (10%) of the total Contract price for Port Authority certified WBEs and three percent (3%) of the total Contract price for Port Authority certified SDVOBs and/or SDVOBs certified in the State of New York.
