The Village of Sleepy Hollow seeks a qualified consultant to prepare an Engineering Planning Report focusing on the Village's sanitary sewer system, specifically the sewer main and manholes, in the following areas: On Clinton Street from Beekman Avenue to Cortlandt Street On College Street from Route 9 to Cortlandt Street. The Engineering Planning Report will investigate flow concerns, identify water quality issues, evaluate alternatives, and recommend a capital improvement project. The goal of the project is to identify areas in which there is storm water infiltration in the sanitary system in order to develop a plan to reduce or eliminate these connections. The consultant will inspect all sanitary sewer mains and manholes, and assess their internal conditions for necessary rehabilitation, recording them with precise location information. The consultant is expected to identify significant sources of inflow and infiltration, utilizing appropriate methods including but not limited to inspection of manholes and video analysis of sewer mains. Illicit connections to the sanitary sewer system will be documented. Your response should include the tools that will be employed, such as CCTV/video inspection, smoke testing etc. The project is funded in part by an Engineering Planning Grant through the NYS Environmental Facilities Corporation. Total project cost is estimated at $36,000. The Minority and Women Owned Business Enterprise goal is 30%. The Engineering Planning Report will comply with the New York State Environmental Facilities Corporation's requirements, found here, including the requisite format, information, discussion and analysis. Project completion is expected by January 1, 2024. All work shall be performed in accordance with the EFC's Mandatory State Financial Assistance Terms and Conditions (effective November 2, 2021). The method of Contractor Selection has not been Determined at this time. The Village of Sleepy Hollow retains the right to request further information from all respondents and to reject all responses at its sole discretion.
