Proposals received after submission deadline will not be considered and will be rejected. City of Sandpoint is not responsible for lateness or non-delivery of mail, carrier, etc., and the date/time stamp in the Central Services Division's office shall be the official time of receipt. CONTRACT AWARD: If a Contract is awarded, it will be awarded to the proposal providing services at the best value to the City. The City has the right to award a Contract upon the conditions, terms and specifications contained in submitted Contractor Proposal Forms to the City for a period of up to thirty (30) days following the date specified for RFP deadline. In awarding a Contract, the City may waive minor technicalities and informalities in the solicitation process and Contractor Proposal Forms received if they are not material to or alter any of the conditions, terms or specifications contained in the Request for Proposal or a qualifying proposal. The City may choose to reject all proposals and not award a Contract. If the City does not award a Contract within thirty (30) days following the RFP closing date, all submitted proposals will be deemed rejected. The City of Sandpoint is seeking proposals for on-call, Contractor-owned, heavy equipment and operators to support the City's snow removal services. Contractors are encouraged to submit proposals that identify equipment that would be available at a pre-determined rate to work in conjunction with City staff and equipment. The City typically performs snow removal services between November 01 and March 01 within the City's jurisdictional limits on public streets, public parking lots, public pathways, and sidewalks adjacent to City property. Actual snow removal services are performed based upon unpredictable weather conditions that may occur at any time of day and any day of the week and go beyond the typical March 01 date noted above. On-Call Snow Removal Services are anticipated to include three general categories of service: (a) hauling of snow to CITY designated locations for storage; (b) snow plowing of parking lots; (c) snow plowing of pathways and/or sidewalks; and/or (d) snow plowing of city streets.
