Results will be tabulated and recorded by Town staff with the Mayor witnessing and will be posted and emailed to all bidders by 5:00 pm on Friday, August 25. The three lowest bidders shall mail the hard copy of their bid to the Town of Index (511 Ave A, Index WA 98256) as soon as possible after notification. Bidders who are not one of the notified three lowest bidders do not need to provide a hard copy of the original bid. The work to be performed is as follows: The work to be performed under these specifications consists of furnishing all labor, tools, materials, and equipment necessary for construction of the Water Meter Replacement. Generally, work includes the construction of 45 lineal feet of new 8-inch DI water main, installation of a new 6 water meter vault with associated valves, fittings, fire hydrants, air and vacuum release valves, and water services. It also includes trench repair, construction surveying, and associated project restoration as shown on the Contract Plans, these Contract Provisions, and the Standard Specifications. The engineers estimate for this project is $95,000 - $105,000. The time of completion (performance period) for this Project is 20 working days. All bids shall be submitted on the prescribed Bid Forms and in the manner as stated in this advertisement and in the Project Manual and said bids shall be accompanied by a bid deposit in the form of a cashier's check, postal money order, or surety bond to the Town of Index in the amount of five percent (5%) of the total amount of the bid. If a surety bond is used, said bond shall be issued by a surety authorized and registered to issue said bonds in the State of Washington. The bond shall specify the surety's name, address, contact and phone number, and shall include a power of attorney appointing the signatory of the bond as the person authorized to execute it. Should the successful bidder fail to enter into the Contract and furnish satisfactory performance bond within the time stated in the Information for Bidders, the bid deposit shall be forfeited to the Town of Index. Faxed bids and/or surety bonds will not be accepted. The contractor, all subcontractors, and all lower tier subcontractors will be required to attend a mandatory pre-construction meeting to review the HUD requirements and receive technical assistance prior to construction. The Town of Index reserves the right to accept the bid that is in the best interest of the Town, to postpone the acceptance of bids and the award of the Contract for a period not to exceed sixty (60) days, or to reject any and all bids received. Subject to the foregoing, the bid may be awarded to the lowest responsible bidder. When awarded the Contract, the successful bidder shall promptly execute the Contract and shall furnish a bond of faithful performance of the Contract in the full amount of the Contract price. In the event of conflicting requirements, the most restrictive will apply.
