Site work and paving for a civil project in Princeton, West Virginia. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The Bluefield Sanitary Board, Mercer County, West Virginia is in the process of obtaining professional services necessary to complete the Nichols Road Extension and Thompson Pumping Station Upgrade Project, primarily located at Nichols Road and Brushfork Road, Mercer County, West Virginia. This project will upgrade and replace the failing Thompson pumping station and associated force main pipeline and provide sanitary sewer connections to residents along the Nichols Road area and north of Brushfork Road. This project will also include the installation of a mechanical bar screen and replacement of an emergency standby generator at the Brushfork pumping station. These services include appraiser, review appraiser, right-of-way negotiator, accountant, project attorney, and bond counsel. The selected professionals will work closely with all members of the project team, including the Bluefield Sanitary Board and Region I Planning & Development Council. The selected accountant will provide accounting services to prepare Rule 42 Exhibit to accompany the IJDC application as well as the application for Certificate of Convenience and Necessity to the West Virginia Public Service Commission, in addition to any other services needed in relation to the project. The project attorney is an integrate part of the project team and will provide general legal services as necessary during the development and construction of the project. Areas of practice include obtaining a Certificate of Convenience from the West Virginia Public Service Commission, title work as necessary to obtain construction rights-of-way and parcels, and review of all contracts and related documents as necessary. The selected appraiser, review appraiser, and right-of-way negotiator will work closely with the project attorney and engineer to obtain all necessary rights-of-way and parcels. The selected bond counsel is an integrate part of the project team and will work closely with the project team to complete all necessary services in relation to the project. Procurement of the said services shall be in accordance with 2 CFR 200.320 (b)(2). Contracts are to be awarded on familiarity with and expertise on this type of project, as well as on a fixed basis for services. All those interested in being considered for this must submit a proposal detailing qualifications and staffing capabilities, related prior work experience, fee schedule, and ability to complete work as needed on this project in a timely manner. Contracts will be awarded to the responsible offeror whose proposal is within the competitive range and determined to be the most advantageous to the project; price and other factors considered including familiarity and expertise with this type of project. The consultants eligibility to receive federal funds will be verified to contract award. Attention is directed to the fact that the proposed project may be undertaken through funding sources including, but not limited to the West Virginia Department of Environmental Protection Clean Water State Revolving Fund (WVDEP CWSRF) and local funds. All work will be performed in accordance with the regulations issued by the West Virginia Department of Environmental Protection Clean Water State Revolving Fund (WVDEP CWSRF) and the State of West Virginia appertaining thereto. The selected firm(s) will be required to comply with Executive Order 11246, Section 3 of the Housing and Urban Development Act of 1974, Conflict of Interest Statement and Access of Records, Title VI and Section 109. Bluefield Sanitary Board will afford full opportunity for minority business enterprises to submit a show of interest in response to this invitation and will not discriminate against any interested firm or individual on the grounds of race, color, creed, sex, age, handicap or national origin in the contract award.
