Performance & Labor and Materials Payment Bonds 2. Time of Delivery and Form of Bonds 3. Subcontractor Bonding. The district is no longer accepting Proposals in paper copy, all submittals shall be submitted to the referenced link address by the due date and time. The system will automatically reject any submittals that are provided after the referenced day/time. Proposal submittals must be submitted electronically. The Owner reserves the right to reject any and all proposals, to waive technical irregularities, and to award(s) the contract to the Offeror whose proposal it deems to be in the best interest of the Owner.* The Offeror will provide, with the proposal, a notarized declaration from a bonding company licensed to do business in the State of New Mexico confirming the Offeror's ability to obtain Performance; Labor, and Materials Payment Bond for projects which exceed $25,000.00.
