The project scope consists of the backfill, compaction, and grading of the existing excavation left behind in the wake of the demolition of the RTL Building. The project will have need of approximately 17,000 compacted cubic yards of material. There is some fill available at the site (up to 5,000 uncompacted cubic yards) that the contractor may use as backfill. The remaining amount of required fill will be contractor provided. The scope of work includes but is not limited to the following: REMOVE ALL DEBRIS AND ORGANIC MATERIAL FROM THE AREA TO BE BACKFILLED PRIOR TO BACKFILLING. ALL BACKFILL MATERIALS SHALL BE FREE OF DEBRIS, ORGANIC MATERIAL, MUD, OR FROZEN MATERIAL. BACKFILL SHALL BE UNIFORMLY GRADED AND SHALL CONTAIN NO ROCKS LARGER THAN 3" IN ANY DIMENSION. BACKFILL SHALL BE PLACED IN 6" TO 12" LIFTS AND COMPACTED TO AT LEAST 95% OF MAXIMUM DENSITY USING A MECHANICAL TAMPER OR OTHER APPROVED MEANS. HIRE A QUALIFIED TESTING OF COMPATCTION AGENCY FOR ANY AND ALL TESTING. OBTAIN A WATER METER FROM THE CITY RICHLAND AND ALONG WITH MONETARY RESPONSIBLTIES. HYDROSEED ALL DISTURBED SOIL SURFACE WITHIN FENCED AREA (REFERENCE DRAWINGS FOR ADDITIONAL INFORMATION). MANDATORY Contractor Qualification Requirements: Prime Contractor shall be pre-qualified prior to submitting bid; likewise, Subcontractors to a Prime Contractor performing work shall be prequalified prior to issuance of the NTP. Note - An Experience Modification Rate (EMR) of less than or equal to 0.9 for Prime Contractor (1.0 for Subcontractors) and no willful OSHA/State Labor & Industries Citations over the past three years is needed to meet the pre-qualification requirement.
